This refers to the inspection conducted by Messrs. J. E. Gagliardo, D. R. Hunter,

R. C. Stewart, J. R. Boardman, R. Evans, G. A. Pick, and R. V. Azua of this office

during the period September 12-23, 1988, of activities authorized by NRC Operating

License DRP-46 for the Cooper Nuclear Station (CNS), and to the discussion of our

findings with Mr. G. R. Horn, and other members of your staff at the conclusion of

the inspection.

Areas examined during the inspection included followup of previous inspection

findings, onsite review committee, offsite review committee, E0/ seismic design

of AGASTAT relays, licensee's action in response to NRC generic letters, and

modification to the wetwell/drywell vacuum breakers. Within these areas, the

inspection consisted of selective examination of procedures and representative

records, interviews with personnel, and observations by the NRC inspectors.

The inspection findings are documented 1.1 the enclosed inspection report.

During this inspection, it was found that cectain of your activities were in

violation of NRC requirements. Consequently, you are required to respond to

this violation, in writing, in accordance with the provisicas of Section 2.201

of the NRC's "Rules of Practice," Part 2, Title 10, Code of Federal

Reg ul a ti c,r.s . Your response should be based on the specifics contained in the

Notice of Violation enclosed with this letter.

One unresolved item is identified in paragraph 5 of the enclosed inspection

report. During a subsequent inspection, our in:ipectors will review the

documentation needed to resolve this issue. No further action on your part is

requested at this time for this issue.

We are very concerned regarding your apparent fail ee to develop a comprehensive

training plan for corporate technical support personnel, as discussed in

paragraph 2.4.4 of the enclosed report. This issue has been open for six

years. We consider your delay in resolving this issue to be unacceptable. In

addition to the rwsponse directed by the above paragraph, you are requested to

include in your replay a description of the actions you have taken, or plan to

take, to resolve this issue.

The response directed by this letter and the accompanying Notice is not subject

to the clearance procedures of the Office of Management ard Budget as required

by the Paperwork Reduction Act of 1980 PL 96-511.
