On June 9,1986, the Staff received " Applicants' Motion for Stay of Discovery Pending Resolution of Appeal," which was filed before the Appeal Board on that date. Inasmuch as no discovery has been sought of the Staff, we regard this matter as a dispute between the Applicants and the Intervenors, and therefore do not intend to file an answer to Applicants' Motion.
