ENCLOSURE 1 NOTICE OF VIOLATION Georgia Power Company Docket No. 50-424 Vogtle License No. NPF-61 During the Nuclear Regulatory Commission (NRC) inspection conducted on January 11-15, 1988, a violation of NRC requirements was identified. In accordance with the "General Statement of Policy and Procedure for NRC Enforcement Actions," 10 CFR Part 2, Appendix C (1988), the violation is listed -

below:

Vogtle Electric Generating Plant, Unit 1 Technical Specifications, Section 6.7.1.a. requires that written procedures covering Quality Assurance Program requirements be established, implemented, and maintained.

Georgia Power Company (GPC) Procedure 25340-C, Revision 0, Section 3.3.3 requires that welding filler material be procured so that 18 inch length bare rod shall be flag tagged one end, showing material classifi-cation and a heat and/or lot number or a control marking code, which identifies the material with the Certified Material Test Report.

GPC Procedure 25330-C, Revision 5, Section 6.4 requires that welding filler material be controlled so that bare welding rods, bare electrodes, l and consumable insert rings will be stored separately by-AWS classifi- 1 cation and need not be stored in heated ovens. They will be identified by heat, lot and/or control number.

Contrary to the above, on January 14, 1988, activities were not accom-plished in accordance with the above in that operations maintenance toolroem personnel were applying flag tags to bare 18" length welding rods based on verbal instructions and without any positive verification of their associated heat, lot and/or control number.

Georgia Power Company 2 Docket No. 50-424 Vogtle License No. NPF-61 Inspector, Vogtle, within 30 days of the date of the letter transmitting this Notice. This reply should be clearly marked as a "Reply to a Notice of Violation" and should include [for each violation]: (1) admission or denial of the violation, (2) the reason for the violation if admitted, (3) the corrective steps which have been taken and the results achieved, (4) the corrective steps which will be taken to avoid further violations, and (5) the date when full compliance will be achieved. Where good cause is shown, consideration will be given to extending the response time. If an adequate reply is not received within the time specified in this Notice, an order may be issued to show cause why the license should not be modified, suspended, or revoked or why such other action as may be proper should not be taken.
