Containment Sump Monitoring System - Inoperable.

This report was initiated by Incident Report 82-460.

CONDITIONS PRIOR TO O_CCURRENCE:

Mode 1 - RX Power 82 % - Unit Load 910 MWe.

DESCRIPTION OF OCCURRENCE:

At 0758 hours0.00877 days <br />0.211 hours <br />0.00125 weeks <br />2.88419e-4 months <br />, November 15, 1982, during routine operction, the Control Room Operator discovered that the auxiliary alarm typewriter was not printing intelligibly. The Containment Sump Monitoring System

- utilizes the typewriter as a printout device for containment sump pump

start and stop times. The system was therefore declared inoperable

,i and Technical Specification Action Statement 3.4.7.1 was entered.

Redundant Reactor Coolant System (RCS) leakage detection systems were operable throughout the occurrence. A voltmeter was temporarily connected to the pump breaker control circuitry, and an operator was l stationed at the voltmeter to monitor pump operation.

APPARENT CAUSE OF OCCURRENCE:

l Investigation of the malfunction of the auxiliary alarm typewriter revealed the tilt ring assembly was out of adjustment. No other problems were evident, and no recent occurrences of this type had been noted. The event was therefore assumed to be of an isolated nature.

! ANALYSIS Of__QCCURRERCE:

The Containment Sump Monitoring System is utilized as an RCS leakage detection system to monitor and detect leakage from the Reactor

! Coolant Pressure Boundary. Since the redundant detection systems were

! operable, the incident involved no risk to the health and safety of the public.

l Due to the loss of redundancy in safety related systems, the I occurrence constituted operation in a degraded mode permitted by a I limiting condition for operation. The event is therefore reportable in accordance with Technical Specification 6.9.1.9b.

Action Statement 3.4.7.1 Requires:

CORRECTIVE ACTION:

As noted, a voltmeter was temporarily connected for monitoring containment sump pump operation. The tilt ring assembly was adjusted and the typewriter was satisfactorily tested. At 1500 hours0.0174 days <br />0.417 hours <br />0.00248 weeks <br />5.7075e-4 months <br />, November 16, 1982, the Containment Sump System was declared operable and Action Statement 3.4.7.1 was terminated. In view of the nature of the problem, no further action was deemed necessary.
