Reference (1) provided you with confirmation of our prompt notification of a reportable occurrence involving fire protection cable separation criteria. Pursuant to License Condition 2.G to Facility Operating Licenses NPF-10 and NPF-15 for San Onofre Units 2 and 3, respectively, this submittal provides the required 14-Day Follow-Up Report.

License Conditions 2.C.(14)a and 2.C.(12)a for Units 2 and 3, respectively, require that SCE maintain in effect and fully implement the Fire Protection Plan as delineated in the Fire Hazards Analysis (FHA).Section I.E.1 of the FHA, states that cable separatien criteria shall be in accordance with UEJRC Regulatory Guide 1.75, " Physical Independence of Electrical Systems."

Mr. J. B. Martin November 10, 1983 Our continuing review of the plant design for compliance with the FHA, described in reference (2), has included review of Nonconformance Reports (NCR's) written since the issuance of Operating Licenses for Units 2 and 3. Four NCR's have been identified which document either missing or incorrectly installed fire blankets on cable raceways which did not meet the applicable separation criteria of Regulatory Guide 1.75. Five locations involving ten raceways, one junction box and seven conduits were identified in these NCR's. Compensatory fire watches have been in place in each unit where cable separation criteria were not met and will remain in effect until corrective measures are implemented. Fire blankets have been installed correcting three of the NCR's, the fourth NCR will be corrected by November 30, 1983.

As has been discussed with members of your staff, SCE has proceeded with efforts to verify that the as-built configuration of San Onofre Units 2 and 3 is consistent with the FHA and initiated efforts to update the FHA earlier this year. The revised FHA is now scheduled to be completed and submitted to the NRC by mid-February 1984.

SCE believes that it is not the intent of License Condition 2.G to require the reporting of such incidents. The intent of License Condition 2.G has been discussed with NRR and, as a result, SCE is preparing a request for license amendment to revise the current reporting requirements of the License Condition.
