January 13, 1984 U.S. Nuclear Regulatory Commission Office of Inspection and Enforcement Region V 1450 Maria Lane, Suite 210 Walnut Creek, California 94596-5368 Attention: Mr. J. B. Martin, Regional Administrator

Dear Sir:

Subject:

Docket Nos. 50-361 and 50-362 Prompt Report San Onofre Nuclear Generating Station, Units 2 and 3 Pursuant to License Condition 2.G to Facility Operating Licenses NPF-10 and NPF-15 for San Onofre Units 2 and 3, respectively, this submittal provides written confirmation of our notification to the NRC on January 11, 1984, of reportable occurrences associated with the fire protection-program'.

License Conditions 2.C.(14)a and 2.C(12)a of operating Licenses NPF-10 and NPF-15, respectively, require that SCE maintain in

[ effect and fully implement the Fire Protection Plan as delineated I in the Fire Hazards Analysis (FHA). During a review of Nonconformance Reports (NCR's), some of which resulted from the first 18-month fire-rated barrier inspection of electrical cable l fire barriers, it was determined on January 11, 1984, that approximately 23 NCR's identifying cable tray fire wraps, UHF cable wraps, fir'e rated wall seismic joints, and a spray / sprinkler system apparently are not in full compliance with the PHA.

Approximately half of the deficient items represented in the NCR's had originally been properly installed but were later altered or damaged as a result of subsequent activities.

Appropriate compensatory measures were established as necessary.

Action to correct the conditions'found is in progress and has been completed for five of the NCR's. Additional information will be provided in a 14-Day Follow-Up Report which will be submitted by January 26, 1984.

Mr. J. B. Martin January 13, 1984 SCE believes that it is not the intent of License Condition 2.G to require the reporting of incidents such as these and is seeking clarification.from NRR. -If you require any additional information.regarding the above, please so advise.

Sincer ly, Y
