1 As required by the Big Rock Point operating license, this letter provides the tenth update of the Big Rock Point Integrated Plan. Attachment I contains an index of all issues and identifies them by category, rank, description and j status. Attachment 2 is a list of all open issues and contains detailed scope I l

statements, status, and applicable scheduled completion dates.

Summary of Integrated P.lan Activities Since The September, 1988 Update One meeting of the Big Rock Point Technical Review Group has been held. As a result of the meeting, which was conducted in January, 1989, three new issues were added to the Integrated Plan and five issues were completed.

Issues Added B-129 Rewire CRD Accumulator Pressure Switch and Leak Detector Schemes.

Deterioration of the viring and continual corrosion of the terminals warrants replacement of the wiring for these schemes. The modificat-ion will replace the wireways, terminal blocks and selected portions of the cable and flex conduit.

BN-130 Evaluation of Instrument Air System per Generic Letter 88-14.

Consumers Power Company letter dated February 20, 1989 provides our l initial response to Generic Letter 88-14, including the planned actions and their schedule. Issues B-126A,;" Station Air System Upgrade" and B-127, " Replace Instrument Air' t)ryer" were planned previously to the Generic Letter to improve air system reliability.

' Big Rock Point Plant Integrated Plan Semi-Annual Update February 27, 1989 no recent instrument air quality problems have been experienced; all safety-related equipment supplied from instrument air is designed to perform its intended safety function on loss of air; and the planned modifications will improve both air system reliability and the ability to monitor system performance and conduct the testing in accordance with the Generic Letter.

B-131 Diesel Generator Reliability Program i

The possibility of the loss of off-site power makes high reliability i of the emergency diesel generator necessary. Review of the Station Blackout regulations with respect to Big Rock Point design has lead i l to a recommendation to maintain high emergency diesel generator availability. Thus, this issue is intended to review the existing l

programs and recommend additions and improvements to assure that the emergency diesel generator reliability is maintained at a high level and monitored.

None i Issues Completed BN-005 Control Room Design Review The formal control room design review was completed in 1988. This issue was being held open pending an anticipated on-site NRC review; l however because the work associated with identifying HEDS has been completed and resolutions are being covered by other projects, this  !

issue is being closed. The 300 HEDS were categorized and HEDS with l eimilar resolutions were combined to facilitate resolution. Those l requiring modifications or significant resources t6 resolve have been categorized into 28 separate projects. Those meeting Integrated Plan criteria are issues BN-005A through BN-005H which are described in Attachments 1 and 2.

BN-025 Wind and Tornado Load and Tornado Missile - SEP Topics III-2 and III-4.A The portable pump and associated equipment have been procured and installed. Test and surveillance procedures have been developed and are in review. Final acceptance testing should be ccmpleted in late February or early March, 1989.

Nuclear Regulatory Commission 3 Big kock Point Plant Integrated Plan Semi-Annual Update February 27, 1989 BN-032 Emergency Operating Procedures Upgrade Implementation of the E0Ps was completed during the 1988 Refueling Outage. Although Consumers Power Company is still waiting for NRC review and approval of the procedure generation package, the issue is being closed since Consumers Power Company activity is complete at this time. Should additional work result from NRC review, the issue will be reevaluated.

BN-051 Design Codes, Criteria and Load Combinations Consumers Power Company letter dated February 10, 1989 submitted the results of the review required for SEP Topic III-7.B. The review concluded that no additional plant modifications were required.

Modifications already completed for other reasons have adequately compensated for potential weaknesses identified in this review.

BN-124 Vital Area l'pgrade Necessary modifications to provide an emergency power source for the LLEA radio in SAS have been completed. The associated change to the Security Plan was approved by NRC letter dated September 14, 1988.

i Active Issues For Which Significant Progress Has Been Made A-035A FHSR Update NRC letter dated February 14, 1989 approved extension of exemption from the schedular requirements until December 31, 1989. Ten of the eighteen chapters have been issued as the interim updated FHSR in December, 1988. The revised chapters required a nuch greater level of effort to complete than originally anticipated. Additional resources have been assigned to this project to facilitate completion of the update.

B-032 RDS Reliability Improvements Significant improvement in RDS reliability has been achieved as evidenced by plant operation being unaffected by the RDS since startup from the 1988 Reiueling Outage in July, 1988. The valve configuration change and parts changes have resulted in only one pilot valve leakage occurrence which was fixed on line. Consumers Power Company letter dated February 3, 1989 submitted an investi-gative report of the cause of foreign material in the valve. The Battelle report found the foreign material to be cobalt and mixed oxide corrosion products. It was concluded that a high temperature oxygen rich environment was responsible for the pitting on the Stellite 6 hard surfacing. Work continues on methods to address the corrosion problem.
