        Gentlemen:
        This refers to the routine safety inspection conducted by Messrs. T. P. Gwynn,
        P. L. Hiland, F. J. Jablonski, and J. M. Ulie of this office on February 24
        through April 7,1986, of activities at Clinton Power Station authorized by
        NRC Construction Permit No. CPPR-137, and to the discussion of our findings
        with Mr. J. S. Perry and others of your staff at the conclusion of the
        inspection.
        The enclosed copy of our inspection report identifies areas examined during
        the inspection. Within these areas, the inspection consisted of a selective
        examination of procedures and representative records, observations, and
        interviews with personnel.
        During this inspection, certain of your activities appeared to be in violation
        of NRC requirements, as specified in the enclosed Notice. A written response
        is required.
        During the inspection exit meeting, members of your staff voiced disagreement
        with the NRC's position that a requirement had been violated. We have reviewed
        this matter thoroughly and believe the violation is valid.      Further, as mentioned
        to you during our April 1, 1986 management meeting, we are concerned that changes
        have been made to procedures / programs such as tagging, design changes, and the
        Maintenance Work Request system without adequate review. We believe additional
        steps are required by you to ensure that changes being made do not dilute the
        quality of established programs.
        In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of
        this letter and the enclosures will be plac.ed in the NRC Public Cacument Room.
