, pursuant to Title 10, Code of Federa1' Regulations, Part 70, Materials License No. SNM-1168 is hereby amended to authorize (1) the changes in your organization, (2) increase in possession limits of byproduct materials, and (3) the radiation protection controls on the removal of fuel rod end caps and in the CNFP ECHO 330

. operations.

All other conditions of the license shall remain the same.

1 Enclosed is a copy of the Safety Evaluation Report in support of,this amendment.

We have also reviewed the changes dated December 12, 1986 to your Radiological Contingency Plan. These changes reflect the. modification in'your

. organization and the redefinition of certain areas of responsibilities. Since the changes do not decrease the response effectiveness of the Plan, a license

- amendment is not required.
