SURVEILLANCEOFASEA-ATOMCONTROLRODS(TAC 61067)

Re: LaCrosseBoilingWaterReactor(LACBWR) in discussions between the NRC staff and ASEA-ATOM (AA), makers of the AA control rods, it was agreed that surveillance should be performed to monitor the AA control rods in the first two U.S. reactors to use these rods.

Accordingly,DairylandPowerCooperative(DPC),byletterdatedMarch 17, 1986, committed to proposing Technical Specification surveillance requirements for AA rods to be instaIIed in LACRWR reactor during the 1987 refueling outage.

Subsequently, when it was seen that LACBWR would not be one of the first two U.S. reactors to use the AA control rod, discussions were held between NRC staff and DPC regarding a suitable program of surveillance of its AA control rods. As a result of those discussions, by your letter of February 5,1987, you connitted to a surveillance program and conditions which we had previously mutually agreed upon in telephone discussions. These are as follows:

(a) Tne two leading LACBWR AA control rods will be visually inspected, using i underwater television or other appropriate methods, during the first refueling outage after they reach 65% of nuclear design life.

(b) During subsequent refueling outages, one of these control rods or another LAC 8WR AA control rod with equal or greater exposure will be '

visually inspected.

l (c) All AA control rods which are discharged from the LACBWR will be ,

visually inspected, j (d) Inspection results of safety significance will be reported to the NRC and NRC approval of any plans for continued operation with defective '

AA control rods will be obtained.

(e) This inspection program for LACBWR AA control rods is contingent on the results of inspections of similarly designed AA control rods in other reactors which lead to LACBWR rods in exposure history.
