As I committed to you during the Pilgrim Public Meeting held by the NRC on May 11, 1988, I am enclosing the information you requested pertaining to provisions for emergency plans for the transport-dependent and mobility-impaired population. The State of Connecticut has approved plans, and the "arious local towns in the State of Connecticut deal with special needs copulations in different manners. These special needs populations include hospitals, nursing homes, schools, day care centers, parks and recreation areas as well as individuals. Facilities are addressed within the individual town plans and procedures. Individuals are identified through the public information program and handled by each town as deemed appropriate. As an example, I am enclosing portions of the plans for the town of Groton. T' R visica 2 Dato:  10/82 109.1 EVACUATION DECISION CRITERIA AND HOST COMMUNITY PLANNING In the event that Evacuation is recommended as a Protective Action, the local chief executive officer will activate both the Emergency Broadcast System (EBS) and the public alerting system . The latter will be activated through the State Warning Point which will actually transmit statewide EBS messages.      If Evacuation of any city and/or town (or parts thereof) is ordered, the local chief executive will have the citizenry informed to evacuate the affected areas by using predesignated routes (see Section 110). As outlined in the public information material, the chief executive officer of each town will also advise the public via EBS to take specified routes to one "Host Community." Factors such as weather conditions, local constraints (i.e., traffic accidents, etc.) and the size and location of the area to be evacuated will determine a specific scenario to use in mobilizing local resources and personnel to ensure that the affected area is evacuated in an orderly manner.
In order that this decision be made in a timely fashion with the least confusion, a Common Procedure has been developed in Section 402 of this RERP. This Common Procedure is entitled DECISION CRITERIA FOR STATE / LOCAL OFFICIALS ON PUBLIC PROTECTIVE ACTIONS (402.3). This procedure is formatted in such a manner that once Evacuation is recommended for a specified scenario (i.e., eased on a specified distance and direction from the affected station), a local chief executive will be able to have as a guide for each scenario, the best evacuation routes and Host Community prior to authorizing notification of the public over EBS.
For emergency planning, seven (7) potential Host Communities have been chosen to play a role in the event of a partial evacuation for the 10-mile EPZ around both the Haddam Neck Plant and the Millstone Nuclear Power Station. These communities were chosen based on the fact that they are Connecticut communities at least 5 miles beyond the EPZ of both sites, with suf ficient relocation capacity to house 25% of the EPZ evacuees based on EPA and Red Cross guidance. Further, the number of Host Communities was minimized to reduce confusion, and they were chosen along major State roads in such a way that if one community's relocation capacity was exceeded, the next community along the egress route could be used. These Host Communities are Hartford, East Hartford, Wethersfield, Norwich, Windham/
Willimantic, New Haven, and the University of Connecticut at Storrs.
109.2 EVACUATION OF SPECIAL NEEDS FACILITIES The evacuability studies cited in Section 107 have detailed listing of all special facilities within the 10-mile EPZ's of each site. This list is also available to each local EPZ community.

Therefore, it is recommended that these facilities be evacuated only in cases where it can be shown that a projected radiological dose can be avoided by means of Evacuation rather than Take Shelter. If an Evacuation of these facilities is decided on, the following facilities have physically been designated to handle physically incapacitated individuals.
In order of priority they are the following:
Veterans Home and Hospital; Rocky Hill; Uncas-on-Thames Hospital, Norwich; Laurel Heights Hospital, Shelton.

PUBLIC INFORMATION PROGRAMS The NRC/ FEMA Emergency Planning Guide NUREG-0654 (REP.1) requires that information be made available to the public within the 10-mile plume exposure pathway EPZ on a periodic basis. This information includes the method which will be used to notify the public in an emergency, what their initial actions should be (e.g., listening to a local broadcast station, remaining indoors) and what other Protective Actions might be initiated by local and state governments.
A booklet dealing with all types of natural and man-made emergencies (including nuclear stations) will be disseminated annually to all residents within the 10-mile Emergency Planning Zones of each station.
Besides dealing with details on Protective Actions for the plume and ingestion pathways, the booklet contains information for special needs individuals, such as the handicapped.
Included in the booklet is specific local community information such as evacuation routes, Host Communities, Emergency Broadcast System (EBS) stations, emergency information telephone numbers (as well as a phone number to call for assistance for handicapped individuals), a personal belongings checklist and a note of explanation from the local chief executive officer. This information will be made available to transients at appropriate locations such as motels / hotels. In the event of an actual incident, the State of Connecticut will issue a telephone number for rumor control, if warranted.
A Media Center has been established at the State Armory in Hartford for keeping the media informed in the event of an emergency.
Ongoing news media awareness will occur through their involvement in the EBS radio and television system and participation in Media Center drills / exercises. As a means of educating the media on nuclear accidents and emergency planning, an annual program will be given by the State OCP and Northeast Utilities to the state-wide print and broadcast media. The fi 'st such tr:ining session was held at the Berlin office of Northeast Utilities on November 11, 1981.
Northeast Utilities has also set up information centers near its two nuclear stations, where general information on radiation and nuclear plant operations is available via scale models, diagrams, movies and trained information specialists. In addition, a number of educational j
programs are available to local schools and other institutions.

Rsvisica 2 D ts: 10/82 Town of Groton 401.2    CIVIL PREPAREDNESS A. Accident Assessment Civil Preparedness is the Town coordinating agency for any sam-ple collection performed by the Town as a secondary Accident Assessment task. The Civil Preparedness Director (CPD), in conjunction with the City Civil Preparedness (CP) Coordinator, will coordinate the deployment of the Town of Groton and City of Groton's personnel in this activity.      This will involve the support of the State Departments of Environmental Protection, Health Services, Consumer Protection, and Agriculture's assess-ment teams. The Towo ond City Health Departments, as the key local agenci.es for sawpie collection (i.e., food, water, milk and/or livestock feed), will be supported by Groton Utilities, the Southeast Water Authority and the Connecticut American Water Company in this function.
B. Notification and Communication The CPD or alternate, the Assistant CPD, will be notified of an incident at the Millstone Nuclear Power Station by radio-pager. This radiopager will be activated for Incident Classes Unusual Event (Posture Code Delta-One or Delta-Two), Alert (Posture Code Charlie-One), Site Area Emergency (Posture Code Charlie-Two), or General Emergency (Posture Codes Bravo or Alpha). The radiopager system is a 24-hour operation.
The CPD will also receive backup notification, alor.g with adoitional information, f rom the Town Manager by telephone or personal contact. The Emergency Dispatch & nter will also contact the CPD by telephone to verify notification.
Following initial notification, the CPD will verify the message by a return telephone call to the Town Manager or by voice recognition. For Posture Code Charlie-One, the CPD will be instructed to stand by, or report to the Town EOC. In the event of a Posture Code Charlie-Two, Bravo or Alpha, the CPD will report to the Town Emergency Operations Center (E0C) at the Town Police Station, or to the alternate Town EOC at the City of Groton Municipal Building to be briefed and to notify the agency heads of the Town's Public Works, School, Health, Parks and Recreation, and Social Service Departments, as well as Groton Utilities (City Water Department), the Southeast Technical School, the Southeast Water Authcrity, the Connecticut American Water Company, and the local bas company, as necessary.
His message to these agency heads will be to stand by or report to their duty stations.
If it is determined by the Town Manager and City Mayor that only Take Shelter is required, the CPD will notify the State Of fice of Civil Preparedness (OCP) Area Coordinator and the local chapters of the American Red Cross and the Salvation Army by telephone, as necessary. This notification is to inform 401.2-1
 
Rsvisien 2 Dato: 10/82 Town of Groton them that their assistance is needed for the establishment of temporary shelters and the provision of medical services for the transient population or special needs residents.                                                      This noti-fication will proceed in accordance with the Town of Groton 300 Series Diagram.
If Evacuation is selected as the Protective Action by the Town Manager and City Mayor, the CPD will coordinate key agency as-signments for the supplemental notification of the public. The CPD will also ensure that the State E0C has been notified (through the State OCP Area Coordinator) to contact the predes-ignated Host Communities as specified in the Section 402 Common Procedures.
The CPD will utilize radios, telephones and the Civil Preparedness Public Alerting System radio (located with the Public Alerting System encoder) at the Town EOC to maintain communications with the City CP Coordinator, Town agencies, contiguous towns and State agencies. The CPD will also provide appropriate information to the Town Manager and City Mayor or designated Public Informa-tion Officer (PIO) for the preparation of media releases via television or radio. Communications with the media will be coordinated with the State E0C through the Media Center in the State Armory located at 360 Broad Street in Hartford.
C. Command and Coordination Under the command of the Town Manager and City Mayor, the CPD and City CP Coordinator will coordinate the emergency responses of the Town and City of Groton. If mutual Fire assistance is i          required, the CPD, at the direction of the Town Manager, will authorize the Emergency Dispatch Center to contact the neighbor-ing towns of Ledyard, Waterford, New London, Stonington, and North Stonington. If mutual Police assistance is required, the I          CPD will authorize the Police Chief to request aid of one or
!          more towns belonging to the Law Enforcement Council of Eastern l
Connecticut Mutual Police Compact via the Eastern Connecticut l
Emergency Law Enforcement Telecommunication System.                                                      If addi-tional assistance is required, the CPD will contact the State EOC through the State OCP Area Coordinator by radio or tele-phone.
D. Protective Actions l
The CPD and City CP Coordinator will assist the Town Manager and City Mayor in determining the appropriate Protective Action based on information f rom the Millstone Nuclear Power Station and the State E0C. The CPD and City CP Coordinator will also confirm key and support agency ar.signments for the recommended Protective Actions in the af fected area, and will coordinate the implementation of the emergency response.

  -                                                                Date: 10/82 Town of Groton If Take Shelter or Evacuation is necessary, the CFD and CP Coor-dinator will coordinate the efforts of the Town, City and Groton Long Point Police Departments, Fire Districts / Department, and Recreation Departments in deploying their resources to specified affected areas so that the supplemental notification of the public via public address systems or direct contact, can be completed. The CPD and CP Coordinator will advise the Town Manager and City Mayor on the situation, and will identify the Host Communities and routes to be used in the Evacuation pro-cess. These Host Communities and routes are identified in the
          ' -ction 402 Common Procedures and the public information mater-ials.
The CPD and CP Coordinator will coordinate the activation of the predesignated Host Communities through the State EOC.      Pub-lic transportation resources will be coordinated through the Town School Department, City Public Works Department and the Recreation Departments.
Working with the Town and City Police, the CPD and CP Coordina-tor will also ensure that the Access Control operations are instituted to ensure the prompt and safe implementation of Pro-tective Actions. Access Control points are identified in the Town's Standard Operating Procedures.
In the event that Food, Water, Milk, and Livestock Feed Control is determined to be necessary based on the recommendations of the State Department of Environmental Protection, the CPD and CP Coordinator will inform the Town and City Health Departments of the Town Manager and City Mayor's directive to implement such controls as necessary to ensure public health. Appropri-ate media releases will be coordinated through the Media Center.
The Town and City Civil Preparedness staffs will obtain dosime-ters from the Town and City E0C's respectively prior to enter-l ing the affected areas. They will report back to the appropri-ate EOC or decontamination facilities immediately after being relieved of duty for a dosimeter readout and, if necessary, a thyroid scan.
Decontamination facilities for emergency workers will be at Fitch Senior High School. Equipment and vehicles will be decontaminated at the Town Public Works Garage. In the event of an Evacuation, monitoring and decontamination facilities will be established at predesignated locations in the assigned Host Communities.
E. Parallel Actions l  .

To implement Radiation Exposure Control measures in Town, the CPD will issue dosimeters to the Town Health Department staff at the Town E0C for distribution to all emergency workers who may enter af fected areas. The City CP Coordinator will assign a staff member to issue dosimeters to City emergency workers from the City EOC at the City Municipal Building. Exposure records will be maintained by the Health Departments' stafic.
They will be assisted by the City and Town agencies identified on the 200 Series Agency Resp nsibility Matrix. The CPD and CP Coordinator will also coordinate with the Town Health Department and City Fire Department tc establish monitoring locations and decontaminotion centers for emergency workers at Fitch Senior High School; and for equipment and vehicles at the Town Public Works Garagc.
Upon verified notification from the State EOC that Reentry and Recovery may be initiated, and at the direction of the Town Manager nd City Mayor, the CPD and CP Coordinator will notify City and Town agency heads to implement the appropriate actions.
F. Emergency Plan Haintenance The CPD has the responsibility for maintaining and epdating the entire Town of Groton Radiological Emergency Response Plan and the Standard Operating Procedures.
G. Training, Drills and Exercises The CPD, as directed by the Town Mr ager, will schedule train-ing sessions for the Town em rgeru .taff, and will coordinate the Town's participation with the s ty's emergetic5 staf f parti-cipation in periodic drills and exercises coordinated through the State OCP.

401.4    TOWN POLICE DEPARTMENT A. Notification and Communication Follouing notification of a Nuclear Incident, the Emergency Dispatcher will notify the Town of Groton Police Department Dispatcher by intercom or telephone call. The Chief of Police or alternate, the Captain of Police, may be then notified by the Police Dispatcher of the Town Manager's decision to have him report to tha Town Emergency Operations Center (EOC) at the Town Police Statica, or to the alternate Town EOC at the City of Groton Municipal Building. Prior to reporting to the Town E0C, the Police Chief will verify t':e message by a return call or voice recognition.
Upon receipt of authorization from the Town Manager, the Police Chief will authorize the Police Dispatcher to alert Town Police personnel to stand by or to report to their duty stations. The Groton Long Point Police Department will also be notified via radio or telephone.
The Police Chief will maintain communications with Town Police personnel by radio or telephone.
B. Command and Coordination The Police Chief will represent the Town Police at the town EOC, and will assist the Town Manager, the City Mayor, the Town Civil Preparedness Director (CPD), and the City Civil Prepared-ness (CP) Coordinator in determinir.g the appropriate Protective and Parallel Actions. The Police Chief will be in charge of the Town Police Department's emergency response operations, and will coordinate assigned activities with the CPD, the City Police Chief, and the City CP Coordinator.
C. Protective Actions The Town Police Department is the key Tove age,cy for Take Shel-ter, Evacuation, and Access Control actions. In conjunction with the Town Manager, the City Mayor, the CPD, the City CP Coordinator, and the City Police Chief, the Town Police Chief will assist in determining the appropriate actions and ecergen-cy operations during these functions.
7 In conjunction with the City Police and supported by the Groton Long Point Police, the Fire Districts / Department, and the Recrea-tion Departments, the Police will assist in notifying the public of Take Shelter or Evacuation actions once the extent of the affected area is defined. Mobile public address systems and personal c>ntact will be used. The School Department, City Public warks Department, Police Denartcents, and Recreation Departments will provide transporta*. ion resources in the event an Evacuatiou is required.

Police personnel will obtain dosimeters f*om the Town Health Department at the Town EOC prior to entering the affected areas.
They will report back to the Town EOC or decontamination facility immediately after being relieved of duty for a dosimeter readout and, if necessary, a thyoid scan.

The Departments will support the Ambulance Ser-vices by administering first responder treatment and other med-ical or transportation services for accident victims. The Police Chiefs will coordinate the activities with the other support agencies identified on the 200 Series Agency Responsi-bility Matrix, and will notify the Fmergency Dispatcher as as-signments are completed.
The Town, droton Long Point and City Police Departments are support agencies for Radiation Exposure Control. In conjunc-                                    i tion with the Town Health Department and City Fire Department, the Police Departments will provide decontamination facilities for emergency workers at the Fitch Senior High School.
Decontamination procedures are identified in the Section 402 L irmnon Procedures. The Police Chiefs will coordinate their assigned activities with the other support agencies, and will notify the Town Health Director, through the Town EOC, as assignments are completed.
The Police Departments are the key local agencies for Law Enforcement and Crime Prevention actions. In conjunction with the Town Manager, the City Mayor, the CPD, the City CP Coordina-i              tor, and the City Police Chief, the Town Police Chief will as-sist in determining the appropriate actions and emergency opera-tions during the impler.entation of these functions. The Police Chiefs will coirdinate assigned activities with the Fire Districts / Depart-ment, the Public Works Departments, the Recreation Departments, and Groton Utilities (City Water Department), will notify the Fire Chiefs, through the Town EOC, as assignments are completed.
Upon notification from the CPD that Reentry and Recovery opera-tions may commence, the Police Chiefs will implement the Depart-ments' assigned actions with the support of the Fire Districts /
Department, the Public Works Departments, the School Department and the CSP. These actions will include the supplemental noti-fication of the public via mobile and/or public address systems, the control of traffic, and the coordination of transportation resources. The Police Chiefs will monitor the activities of the support agencies. The CPD and CP. Coordinator will be noti-fied, through the Town EOC, as assignments are completed.
E. Emergency Plan Maintenance The Town Police Chief is responsible for r .ommending to the CPD any changes in the Town Police Department's sections of the Town of Groton Radiological Emergency Response Plan and corre-sponding Standard Operating Procedures.

T' R visica 2 Dato: 10/82 109.1 EVACUATION DECISION CRITERIA AND HOST COMMUNITY PLANNING In the event that Evacuation is recommended as a Protective Action, the local chief executive officer will activate both the Emergency Broadcast System (EBS) and the public alerting system . The latter will be activated through the State Warning Point which will actually transmit statewide EBS messages. If Evacuation of any city and/or town (or parts thereof) is ordered, the local chief executive will have the citizenry informed to evacuate the affected areas by using predesignated routes (see Section 110). As outlined in the public information material, the chief executive officer of each town will also advise the public via EBS to take specified routes to one "Host Community." Factors such as weather conditions, local constraints (i.e., traffic accidents, etc.) and the size and location of the area to be evacuated will determine a specific scenario to use in mobilizing local resources and personnel to ensure that the affected area is evacuated in an orderly manner.

In order that this decision be made in a timely fashion with the least confusion, a Common Procedure has been developed in Section 402 of this RERP. This Common Procedure is entitled DECISION CRITERIA FOR STATE / LOCAL OFFICIALS ON PUBLIC PROTECTIVE ACTIONS (402.3). This procedure is formatted in such a manner that once Evacuation is recommended for a specified scenario (i.e., eased on a specified distance and direction from the affected station), a local chief executive will be able to have as a guide for each scenario, the best evacuation routes and Host Community prior to authorizing notification of the public over EBS.

For emergency planning, seven (7) potential Host Communities have been chosen to play a role in the event of a partial evacuation for the 10-mile EPZ around both the Haddam Neck Plant and the Millstone Nuclear Power Station. These communities were chosen based on the fact that they are Connecticut communities at least 5 miles beyond the EPZ of both sites, with suf ficient relocation capacity to house 25% of the EPZ evacuees based on EPA and Red Cross guidance. Further, the number of Host Communities was minimized to reduce confusion, and they were chosen along major State roads in such a way that if one community's relocation capacity was exceeded, the next community along the egress route could be used. These Host Communities are Hartford, East Hartford, Wethersfield, Norwich, Windham/

Willimantic, New Haven, and the University of Connecticut at Storrs.

109.2 EVACUATION OF SPECIAL NEEDS FACILITIES The evacuability studies cited in Section 107 have detailed listing of all special facilities within the 10-mile EPZ's of each site. This list is also available to each local EPZ community.

Therefore, it is recommended that these facilities be evacuated only in cases where it can be shown that a projected radiological dose can be avoided by means of Evacuation rather than Take Shelter. If an Evacuation of these facilities is decided on, the following facilities have physically been designated to handle physically incapacitated individuals.

In order of priority they are the following:

Veterans Home and Hospital; Rocky Hill; Uncas-on-Thames Hospital, Norwich; Laurel Heights Hospital, Shelton.

PUBLIC INFORMATION PROGRAMS The NRC/ FEMA Emergency Planning Guide NUREG-0654 (REP.1) requires that information be made available to the public within the 10-mile plume exposure pathway EPZ on a periodic basis. This information includes the method which will be used to notify the public in an emergency, what their initial actions should be (e.g., listening to a local broadcast station, remaining indoors) and what other Protective Actions might be initiated by local and state governments.

A booklet dealing with all types of natural and man-made emergencies (including nuclear stations) will be disseminated annually to all residents within the 10-mile Emergency Planning Zones of each station.

Besides dealing with details on Protective Actions for the plume and ingestion pathways, the booklet contains information for special needs individuals, such as the handicapped.

Included in the booklet is specific local community information such as evacuation routes, Host Communities, Emergency Broadcast System (EBS) stations, emergency information telephone numbers (as well as a phone number to call for assistance for handicapped individuals), a personal belongings checklist and a note of explanation from the local chief executive officer. This information will be made available to transients at appropriate locations such as motels / hotels. In the event of an actual incident, the State of Connecticut will issue a telephone number for rumor control, if warranted.

A Media Center has been established at the State Armory in Hartford for keeping the media informed in the event of an emergency.

Ongoing news media awareness will occur through their involvement in the EBS radio and television system and participation in Media Center drills / exercises. As a means of educating the media on nuclear accidents and emergency planning, an annual program will be given by the State OCP and Northeast Utilities to the state-wide print and broadcast media. The fi 'st such tr:ining session was held at the Berlin office of Northeast Utilities on November 11, 1981.

Northeast Utilities has also set up information centers near its two nuclear stations, where general information on radiation and nuclear plant operations is available via scale models, diagrams, movies and trained information specialists. In addition, a number of educational j

programs are available to local schools and other institutions.

Accident Assessment Civil Preparedness is the Town coordinating agency for any sam-ple collection performed by the Town as a secondary Accident Assessment task. The Civil Preparedness Director (CPD), in conjunction with the City Civil Preparedness (CP) Coordinator, will coordinate the deployment of the Town of Groton and City of Groton's personnel in this activity. This will involve the support of the State Departments of Environmental Protection, Health Services, Consumer Protection, and Agriculture's assess-ment teams. The Towo ond City Health Departments, as the key local agenci.es for sawpie collection (i.e., food, water, milk and/or livestock feed), will be supported by Groton Utilities, the Southeast Water Authority and the Connecticut American Water Company in this function.

B. Notification and Communication The CPD or alternate, the Assistant CPD, will be notified of an incident at the Millstone Nuclear Power Station by radio-pager. This radiopager will be activated for Incident Classes Unusual Event (Posture Code Delta-One or Delta-Two), Alert (Posture Code Charlie-One), Site Area Emergency (Posture Code Charlie-Two), or General Emergency (Posture Codes Bravo or Alpha). The radiopager system is a 24-hour operation.

The CPD will also receive backup notification, alor.g with adoitional information, f rom the Town Manager by telephone or personal contact. The Emergency Dispatch & nter will also contact the CPD by telephone to verify notification.

Following initial notification, the CPD will verify the message by a return telephone call to the Town Manager or by voice recognition. For Posture Code Charlie-One, the CPD will be instructed to stand by, or report to the Town EOC. In the event of a Posture Code Charlie-Two, Bravo or Alpha, the CPD will report to the Town Emergency Operations Center (E0C) at the Town Police Station, or to the alternate Town EOC at the City of Groton Municipal Building to be briefed and to notify the agency heads of the Town's Public Works, School, Health, Parks and Recreation, and Social Service Departments, as well as Groton Utilities (City Water Department), the Southeast Technical School, the Southeast Water Authcrity, the Connecticut American Water Company, and the local bas company, as necessary.

His message to these agency heads will be to stand by or report to their duty stations.

If it is determined by the Town Manager and City Mayor that only Take Shelter is required, the CPD will notify the State Of fice of Civil Preparedness (OCP) Area Coordinator and the local chapters of the American Red Cross and the Salvation Army by telephone, as necessary. This notification is to inform 401.2-1

Rsvisien 2 Dato: 10/82 Town of Groton them that their assistance is needed for the establishment of temporary shelters and the provision of medical services for the transient population or special needs residents. This noti-fication will proceed in accordance with the Town of Groton 300 Series Diagram.

If Evacuation is selected as the Protective Action by the Town Manager and City Mayor, the CPD will coordinate key agency as-signments for the supplemental notification of the public. The CPD will also ensure that the State E0C has been notified (through the State OCP Area Coordinator) to contact the predes-ignated Host Communities as specified in the Section 402 Common Procedures.

The CPD will utilize radios, telephones and the Civil Preparedness Public Alerting System radio (located with the Public Alerting System encoder) at the Town EOC to maintain communications with the City CP Coordinator, Town agencies, contiguous towns and State agencies. The CPD will also provide appropriate information to the Town Manager and City Mayor or designated Public Informa-tion Officer (PIO) for the preparation of media releases via television or radio. Communications with the media will be coordinated with the State E0C through the Media Center in the State Armory located at 360 Broad Street in Hartford.

C. Command and Coordination Under the command of the Town Manager and City Mayor, the CPD and City CP Coordinator will coordinate the emergency responses of the Town and City of Groton. If mutual Fire assistance is i required, the CPD, at the direction of the Town Manager, will authorize the Emergency Dispatch Center to contact the neighbor-ing towns of Ledyard, Waterford, New London, Stonington, and North Stonington. If mutual Police assistance is required, the I CPD will authorize the Police Chief to request aid of one or

Connecticut Mutual Police Compact via the Eastern Connecticut l

Emergency Law Enforcement Telecommunication System. If addi-tional assistance is required, the CPD will contact the State EOC through the State OCP Area Coordinator by radio or tele-phone.

D. Protective Actions l

The CPD and City CP Coordinator will assist the Town Manager and City Mayor in determining the appropriate Protective Action based on information f rom the Millstone Nuclear Power Station and the State E0C. The CPD and City CP Coordinator will also confirm key and support agency ar.signments for the recommended Protective Actions in the af fected area, and will coordinate the implementation of the emergency response.

- Date: 10/82 Town of Groton If Take Shelter or Evacuation is necessary, the CFD and CP Coor-dinator will coordinate the efforts of the Town, City and Groton Long Point Police Departments, Fire Districts / Department, and Recreation Departments in deploying their resources to specified affected areas so that the supplemental notification of the public via public address systems or direct contact, can be completed. The CPD and CP Coordinator will advise the Town Manager and City Mayor on the situation, and will identify the Host Communities and routes to be used in the Evacuation pro-cess. These Host Communities and routes are identified in the

' -ction 402 Common Procedures and the public information mater-ials.

The CPD and CP Coordinator will coordinate the activation of the predesignated Host Communities through the State EOC. Pub-lic transportation resources will be coordinated through the Town School Department, City Public Works Department and the Recreation Departments.

Working with the Town and City Police, the CPD and CP Coordina-tor will also ensure that the Access Control operations are instituted to ensure the prompt and safe implementation of Pro-tective Actions. Access Control points are identified in the Town's Standard Operating Procedures.

In the event that Food, Water, Milk, and Livestock Feed Control is determined to be necessary based on the recommendations of the State Department of Environmental Protection, the CPD and CP Coordinator will inform the Town and City Health Departments of the Town Manager and City Mayor's directive to implement such controls as necessary to ensure public health. Appropri-ate media releases will be coordinated through the Media Center.

The Town and City Civil Preparedness staffs will obtain dosime-ters from the Town and City E0C's respectively prior to enter-l ing the affected areas. They will report back to the appropri-ate EOC or decontamination facilities immediately after being relieved of duty for a dosimeter readout and, if necessary, a thyroid scan.

Decontamination facilities for emergency workers will be at Fitch Senior High School. Equipment and vehicles will be decontaminated at the Town Public Works Garage. In the event of an Evacuation, monitoring and decontamination facilities will be established at predesignated locations in the assigned Host Communities.

E. Parallel Actions l .

The CPD ard CP Coordinator will assist the Town Manager and City Mayor in determining which Parallel Actions to implement.

To implement Radiation Exposure Control measures in Town, the CPD will issue dosimeters to the Town Health Department staff at the Town E0C for distribution to all emergency workers who may enter af fected areas. The City CP Coordinator will assign a staff member to issue dosimeters to City emergency workers from the City EOC at the City Municipal Building. Exposure records will be maintained by the Health Departments' stafic.

They will be assisted by the City and Town agencies identified on the 200 Series Agency Resp nsibility Matrix. The CPD and CP Coordinator will also coordinate with the Town Health Department and City Fire Department tc establish monitoring locations and decontaminotion centers for emergency workers at Fitch Senior High School; and for equipment and vehicles at the Town Public Works Garagc.

Upon verified notification from the State EOC that Reentry and Recovery may be initiated, and at the direction of the Town Manager nd City Mayor, the CPD and CP Coordinator will notify City and Town agency heads to implement the appropriate actions.

F. Emergency Plan Haintenance The CPD has the responsibility for maintaining and epdating the entire Town of Groton Radiological Emergency Response Plan and the Standard Operating Procedures.

G. Training, Drills and Exercises The CPD, as directed by the Town Mr ager, will schedule train-ing sessions for the Town em rgeru .taff, and will coordinate the Town's participation with the s ty's emergetic5 staf f parti-cipation in periodic drills and exercises coordinated through the State OCP.

401.4 TOWN POLICE DEPARTMENT A. Notification and Communication Follouing notification of a Nuclear Incident, the Emergency Dispatcher will notify the Town of Groton Police Department Dispatcher by intercom or telephone call. The Chief of Police or alternate, the Captain of Police, may be then notified by the Police Dispatcher of the Town Manager's decision to have him report to tha Town Emergency Operations Center (EOC) at the Town Police Statica, or to the alternate Town EOC at the City of Groton Municipal Building. Prior to reporting to the Town E0C, the Police Chief will verify t':e message by a return call or voice recognition.

Upon receipt of authorization from the Town Manager, the Police Chief will authorize the Police Dispatcher to alert Town Police personnel to stand by or to report to their duty stations. The Groton Long Point Police Department will also be notified via radio or telephone.

The Police Chief will maintain communications with Town Police personnel by radio or telephone.

B. Command and Coordination The Police Chief will represent the Town Police at the town EOC, and will assist the Town Manager, the City Mayor, the Town Civil Preparedness Director (CPD), and the City Civil Prepared-ness (CP) Coordinator in determinir.g the appropriate Protective and Parallel Actions. The Police Chief will be in charge of the Town Police Department's emergency response operations, and will coordinate assigned activities with the CPD, the City Police Chief, and the City CP Coordinator.

C. Protective Actions The Town Police Department is the key Tove age,cy for Take Shel-ter, Evacuation, and Access Control actions. In conjunction with the Town Manager, the City Mayor, the CPD, the City CP Coordinator, and the City Police Chief, the Town Police Chief will assist in determining the appropriate actions and ecergen-cy operations during these functions.

7 In conjunction with the City Police and supported by the Groton Long Point Police, the Fire Districts / Department, and the Recrea-tion Departments, the Police will assist in notifying the public of Take Shelter or Evacuation actions once the extent of the affected area is defined. Mobile public address systems and personal c>ntact will be used. The School Department, City Public warks Department, Police Denartcents, and Recreation Departments will provide transporta*. ion resources in the event an Evacuatiou is required.

traffic above the affected area. The Police Chiefs will coordi-nate the activities of the Town and City support agencies in these functions, and will notify the CPD and CP Coordinator, through the Town EOC, as assignments are completed.

Police personnel will obtain dosimeters f*om the Town Health Department at the Town EOC prior to entering the affected areas.

They will report back to the Town EOC or decontamination facility immediately after being relieved of duty for a dosimeter readout and, if necessary, a thyoid scan.

Decontamination locations for emergency workers will be provided at Fitch Senior High School. Equipment and vehicles will be decontaiminated at the Town Public Works G& rage. In the event of an Evacuation, monitoricg and decontamination facilities will be availsble at prcdesignated locations in the assigned Host Communities.

D. Parallel Actions The Police Departments are support agencies for Emergency Medi-cal Services. The Departments will support the Ambulance Ser-vices by administering first responder treatment and other med-ical or transportation services for accident victims. The Police Chiefs will coordinate the activities with the other support agencies identified on the 200 Series Agency Responsi-bility Matrix, and will notify the Fmergency Dispatcher as as-signments are completed.

The Town, droton Long Point and City Police Departments are support agencies for Radiation Exposure Control. In conjunc- i tion with the Town Health Department and City Fire Department, the Police Departments will provide decontamination facilities for emergency workers at the Fitch Senior High School.

Decontamination procedures are identified in the Section 402 L irmnon Procedures. The Police Chiefs will coordinate their assigned activities with the other support agencies, and will notify the Town Health Director, through the Town EOC, as assignments are completed.

The Police Departments are the key local agencies for Law Enforcement and Crime Prevention actions. In conjunction with the Town Manager, the City Mayor, the CPD, the City CP Coordina-i tor, and the City Police Chief, the Town Police Chief will as-sist in determining the appropriate actions and emergency opera-tions during the impler.entation of these functions. The Police Departments, support ed by the Fire Districts / Department, will protect the public in accordance with standard procedures. '- provide additional support, if available. The Police Chiefs will coordinate the activities of the support agencies, and will notify the CPD and CP Coordinator, through the Town E00, as assignments are completed.

The Police Departments will support the Fire Districts / Depart-ment in Fire and Rescue by assisting in rescue operations and providing traffic control at the scene. The Police Chiefs will coirdinate assigned activities with the Fire Districts / Depart-ment, the Public Works Departments, the Recreation Departments, and Groton Utilities (City Water Department), will notify the Fire Chiefs, through the Town EOC, as assignments are completed.

Upon notification from the CPD that Reentry and Recovery opera-tions may commence, the Police Chiefs will implement the Depart-ments' assigned actions with the support of the Fire Districts /

Department, the Public Works Departments, the School Department and the CSP. These actions will include the supplemental noti-fication of the public via mobile and/or public address systems, the control of traffic, and the coordination of transportation resources. The Police Chiefs will monitor the activities of the support agencies. The CPD and CP. Coordinator will be noti-fied, through the Town EOC, as assignments are completed.

E. Emergency Plan Maintenance The Town Police Chief is responsible for r .ommending to the CPD any changes in the Town Police Department's sections of the Town of Groton Radiological Emergency Response Plan and corre-sponding Standard Operating Procedures.
