Adequacy of the Evacuation Route for Duxbury Thank you for your letter of June 17, 1988, expressing concern over the adequacy of the highway network being considered as part o, the emergency plans for the Pilgrim Station and surrounding communities (the northern evacuation route).

A location in the town of Wellesley has been tentatively selected as a site for a third Reception Center for those residents of the Pilgrim Emergency Planning _

Zone (EPZ). If implemented, this Reception Center would be for the towns of Duxbury and Marshfield. As you point out in your letter, Route 128 would be the primary access to this Reception Center. The Commonwealth of Massachusetts is currently conducting a feasibility study to determine whether or not Wellesley is a suitable site for the Reception Center. If the Commonwealth decides that this site -is feasible, then a considerable amount of detailed planning will be performed prior to operation. Included in this planning would be a traffic management program that specifically addresses access control of the evacuation route outside of the EPZ.

The Federal Emergency Management Agency (FEMA) has the responsibility to evaluate and approve the adequacy of Reception Centers for the Pilgrim EPZ. I have taken the liberty of forwarding a copy of your letter to FEMA Region I for review and consideration in their determination of the adequacy of the Pilgrim offsite plans.
