The NRC staff is reviewing your request and finds that additional information is needed to complete its review. Technical Specification Figure 6.2.2-1, "Unit Organization," specifies that the four top management positions "must have been a SR0 or have been certified on a plant of this type." The intent of-Generic Letter 88-06 was that qualification requirements such as this identi-fied on the unit organization chart should be retained in the unit Technical Specifications. For GGNS Unit 1, it is the staff's position that the Manager, Plant Operations, should retain this qualification requirement in the TS and that deletion of this requirement from the TS for the other three managers should be justified and considered in the analysis of no significant hazards considerations. Provide a revision to your application to address the staff's position.
