Gentlemen:
This letter provides a Special Report to the NRC in accordance with Licensee                    l Controlled Specification (LCS) 3.3.102. This LCS requires Southern California Edison (SCE) to maintain two Plant Vent Stacks Wide Range Noble Gas Monitor channels (2RT-7865 and 3RT-7865) operable when either Unit is operating in Modes 1 through
: 3. When two Wide Range Monitor channels are not restored to operable status within 72 hours, a Special Report must be submitted within the next 14 days.
Unit 3 is currently in a refueling outage. During the outage, SCE plans to modify 3RT-7865 to allow this monitor to provide input to the new Radiation Monitoring Data Acquisition System. To implement this change, SCE removed 3RT-7865 from service on March 28,1999. The monitor is scheduled to returned to service prior to MODE 4 entry (currently forecast for early May,1999) which will exceed the 72 hours allowed be LCS 3.3.102. In the interim, an alternate method of monitoring will be used as required by the LCS. (An earlier companion change to Unit 2 monitor 2RT-7865 was discussed in the above referenced letter.)
