RAI B.2.5-3 Discussion:

The staff discussed RAI related to in-scope buried diesel fuel oil storage tanks. The applicant understands the RAI and will provide a response.

The staff has issued the RAI. Response to RAI 3.3.2.3.16-1 Discussion:

The staff discussed further evaluating LRA Table 3.3.2-18 and the component pump casing and LRA Tables 3.3.2-42 and 3.4.2-3. The applicant understands the question and will provide a supplemental response to the question.

Response to RAt 3.1.2.3-01 Discussion 1: The staff discussed the applicant's email, dated February 25, 2011, indicating that in the Inservice Inspection (lSI) Program, surface or volumetric examination is not required for the CASS valve bodies < 4 inches under Row Numbers 182 and 183 in the amended LRA Table 3.1.2-3, which is addressed in the response to RAI 3.1.2.3-01.

The applicant clarified that the lSI Program includes VT-2 examination in the system leakage test and the VT-2 examination is the reason why the lSI Program is credited to manage the aging effects of the small-bore CASS valve bodies. The staff understands the applicant's response and will not provide additional RAls. Discussion 2: The staff discussed clarifying what method of the volumetric examination will be used to manage the cracking and reduction of fracture toughness of the CASS valve bodies < 4 inches and what the extent of the inspection is for the CASS valve bodies < 4 inches (For example. xx %) in the Small Bore Piping Program. The applicant clarified that non-destructive or destructive volumetric examinations will be performed to manage the aging effects. The applicant also stated that volumetric examination ENCLOSURE 2

-will be consistent with Section XI of ASME Code or, alternatively, destructive volumetric examinations will be performed.

The applicant further stated that the Small Bore Piping Program performs volumetric examinations of small-bore piping welds and the extent of the inspection is 10% of the weld population or a maximum of 25 welds. The inspections include volumetric examinations of pipe-to-valve welds and weld-adjacent areas of the CASS valve bodies less than 4 inches. The volumetric examinations are credited to manage the cracking (due to stress corrosion cracking and due to thermal or mechanical loading) of the CASS valve bodies less than 4 inches. The volumetric examinations will also confirm that the reduction of fracture toughness of the CASS valve bodies is adequately managed. Also, the applicant stated that in addition to the volumetric examinations of the pipe-to-valve welds and weld-adjacent areas, the Small Bore Piping Program includes additional volumetric (destructive or non-destructive) examinations of the valve bodies to further confirm that the reduction of fracture toughness does not adversely affect the integrity of the valve bodies. Finally, the applicant discussed that 3 CASS valves will be examined and these examinations are also credited to manage the cracking due to stress corrosion cracking and cracking due to thermal or mechanical loading of the valve bodies. Justification for the examination of 3 CASS valves will be docketed in the applicant's supplement response.

The staff understands the applicant's response and will not provide additional RAls.
