SUBJECT:

Waterford 3 SES Docket No. 50-382 License No. NPF-38 Vendor Interface / Procurement Program REFE RENCE : W3SA88-0035 to R.D. Martin from R.F. Burski, dated January 14, 1988 Gentlemen:

In the referenced memorandum LP&L outlined an action plan to address two areas of concern identified by NRC Inspectors during the vendor interface /

procurement program audit in December 1987. As mentioned in the referenced memorandum, a two tier approach was adopted to address these concerns. The first tier consisted of the correction of the hardware and/or procedure prob-lems identified during the audit of the Cooper-Bessen.er Service Bulletins.

With the exception of the three (3) minor items scheduled for the April, 1988 refueling outage, all work associated with the Emergency Diesel Genera-tors was completed by the end of January, 1988.

The second tier consisted of a review of approximately 770 service bulletins by the Nuclear Operations Support & Assessment (NOSA) Group. This effort consisted of two phases. Phase I consisted of vendor data which had a poten-tial for significant impact on plant equipment (approximately 345 bulletins).

Phase II consisted of the remaining vendor data (approximately 425). Phase I identified nineteen (19) items which will result in minor program or procedure changes (an additional seven items were discovered following the submittal of the referenced memorandum). The review of the documents associated with Phase II was completed on March 1, 1988. One additional item which required a minor change to a procedure was identified.

As a result of its review, NOSA has instituted changes to the process for reviewing vendor information. The changes focus on two areas. The first is the establishment of guidelines for the contents of the vcndor review package. The second is an additional review of the package by the NOSA Infor-mation Specialist during the final stages of the review process. These changes p.' MRA/bf/S/UIA TAl'#~

It is our belief that the corrective action taken above will ensure that technical reviews of vendor information will be performed and adequately documented. If you wish to discuss our program further, please feel free to cont act Mr. Mike Woodard (504-467-2791 extension 392).

Yours very truly,
