Waterford SES Unit 3 Docket 50-382 LP&L Quality Assurance Program for Radwaste Transport Packages

Dear Sir:

The provisions of 10CFR71.101(b) require that LP&L establish, maintain and execute a quality assurance (QA) program, satisfying each of the applicable criteria of Subpart H, for delivery to a carrier for transport of certain radwaste packages. Furthermore, 10CFR71.101(f) allows that a previously approved QA program which satisfied the applicable criteria of Appendix B of 10CFR50, and which is established, executed and maintained with regard to transport packages, will be accepted as meeting the requirements of 10CFR7?.101(b).

The LP&L program which implements 10CFR50, Appendix B is described in the Waterford 3 FSAR, Section 17.2 and the Waterford 3 Nuclear Operations Management Manual. This program as revised through Amendment 34 to the Waterford 3 FSAR, Docket 50-382, was submitted to the NRC on January 13, 1984 and was accepted by the NRC in June, 1984 via Supplement 6 to the Waterford 3 Safety Evaluation Report (NUREG-0787), Chapter 17. The Nuclear Operations Management Manual contains a Special Scope Quality Policy which specifically defines the applicability of FSAR Section 17.2 to the packaging and transport of radwaste materials.

The provisions of 10CFR71.101(f) require notification to the NRC prior to use of a previously approved QA program for transport and for packaging of radwaste. The QA program need not be submitted as part of the subject notification. It is therefore the purpose of this letter to inform the NRC of our intent to apply the previously approved Waterford 3 Quality Assurance program to the transport and packaging of radwaste materials as per 10CFR71.101.
