Dear Mr. Knighton:

Attached please find for your review Waterford Steam Electric Station - Unit Number 3 (Waterford 3) Administrative Procedure RW-1-210, Process Control Program for radioactive waste solidification, and two vendor process control programs (PCPs) addressing dewatering procedures, Westinghouse Hittman Nuclear, Inc. (Hittman) procedure STD-P-04-002 and NUS Process Services (NUS) procedure FI-013. Also attached are a letter from Hittman stating that its procedure is for your proprietary use, and an affidavit in accordance with 10CFR2.790 from NUS attesting to the proprietary nature of their document, and requesting that it be withheld from public disclosure. These documents, the information and documents submitted by the referenced letters, and the following topical reports currently under Nuclear Regulatory Commission (NRC) review provide the procedures which will be used at Waterford 3 for processing

As previously indicated, wet' radioactive wastes will be processed by vendor-t .

supplied portable . systems, and all submittals have reflected this. ' Louisiana

- Paver & Light Company (LP&L) has General Service Agreements with NUS, CNSI and Hittman for their radioactive waste processing services, and plans to utilize-NUS' services for the initial solidification.

Waterford 3 Surveillance Procedure RW-2-210 was submitted as an interim PCP,

. pending availability of NRC guidelines and subsequent development of a cor-responding PCP. 'Although no formal guidelines have been promulgated.

RW-1-210 was developed based on guidance provided by Mr. Jay Lee, Meteorology and Effluent Treatment Branch. RW-2-210 will still be utilized as a plant procedure, but is superseded as a PCP, and should no longer be considered as such.

Please review this new procedure and information as soon as possible so that we may receive approval to process het radioactive wastes, as we have discussed with.Mr. Lee.
