Waterford SES 3 Docket No. 50-382 ECCS Reanalysis

Reference:

W3P82-3312 from L. V. Maurin to J. T. Collins (NRC Region IV) dated 10/29/82 Two recent developments have resulted in a requirement to reanalyze the limiting large break LOCA for Waterford 3:

1. The containment purge data indicates that the containment back-pressure during reflood will be less than that calculated in the existing Appendix K analyses.
2. The Safety Injection Tank (SIT) flow testing revealed that the flow resistance in three of the four lines exceeded the K factor which had been used in the analysis. The referenced letter reported this as a significant construction deficiency.

As was discussed informally with the Waterford 3 NRC Project Manager, we will perform the reanalysis using the CE ECCS Evaluation Flow Blockage Model developed in response to the requireuents of NUREG-0630 and submitted to the NRC by Combustion Engineering letter LD-81-095 dated 12/15/81. Our current t schedule calls for a draft submittal of the results of our analysis by Kirch 4, 1983. Submittal of our final report, including printed copies of all figures and tables, will be by April 1, 1983.

It is our understanding that a favorable NRC review of CE's model is expected prior to our submittal, and that our submittal schedule will allow adequate time for NRC review and approval.
