Waterford Steam Electric Station - Unit No. 3 Docket No. 50-382 Pump and Valve Inservice Test Plan Gentlemen:

The provisions of 10 CFR 50.55a(g), " Inservice Inspection Requirements",

stipulates that an inservice testing program for ASME Code Class 1, 2, and 3 pumps and valves for the initial 120-month interval of plant commercial operation shall be prepared and submitted to the NRC for review and approval.

The regulation states that the program shall be in accordance with require-ments of Section XI of the ASME Code and Addenda incorporated by paragraph (b) of 10 CFR 50.55a on the date 12 months prior to the date of the issuance of the operating license, except where specific written relief has been granted by the Commission pursuant to 10 CFR 50, Section 50.55a(g)

(6) (1) .

In accordance with these regulations, Louisiana Power & Light hereby submits to the NRC 3 signed originals and fifteen (15) copies of the subject Test Plan which is prepared in accordance with the ASME Code Section XI, 1980 Edition with Addenda through Winter 1980. Relief from the testing require-ments of Section XI is requested when full compliance with the requirements of the code is not practical. In such cases, specific information is provided which identifies the applicable code requirements, justification for the relief request, and the testing method to be used as an alternative.

It is hereby requested that the subject Test Plan be approved and the ASME Section XI code relief requested be granted pursuant to Section 50.55a (g)(6)(1) of 10 CFR 50.
