Re: Millstone Nuclear Power Station, U,it No. 1 The Commission has issued the enclosed Amendment No. 7 to Facility Operating License No. DPR-21 for the Millstone Nuclear Power Station, Unit No. 1. This amendment is in response to your application dated July 23, 1987, as supplemented by a letter dated July 30, 1987.

This amendment revises the Millstone Unit No. I technical specifications (TS) to allow start-up with flow indication from 19 jet pumps rather than the previously required 20 and revises the jet pump surveillance provisions. The technical specifications currently permit operation with flow indication from 19 jet pumps. This requirement is unchanged. It should be noted that these changes to the technical specifications are only valid through the end of Cycle 12 operation. It is understood that alternatives are currently being investigated to clear the jet pump instrumentation line blockage during the next refueling outage (planned for the second quarter of 1989).

A copy of our related Safety Evaluation is enclosed. A Notice of Issuance will be included in the Commission's next regular biweekly Federal Register notice.

This completes our action on TAC No. 65829.
