This refers to the routine safety inspection conducted by Mr. A. S. Gautam q

and other NRC representatives of this office on February 6 through March 3,

1989, of activities at the Clinton Power Station, Unit 1, authorized by )

NRC Operating License No. NPF-62 and to.the alscussion of our findings j

with Mr. D. P. Hall and others of your staff at the conclusion of the ,

inspection. I

This inspection included a review of licensee actions relative to previously

identified environmental qualification findings.

Within this area, the inspection consisted of a selective examination of

procedures and representative records, observations, and interviews with

personnel.

During this inspection,.certain of your. activities apper ad to be in violation

of NRC requirements. We are releasing this report at t.is time for your

information. Following an Enforcement Conference, you will be notified by

separate correspondence of our decision regarding enforcement actions based

on the findings of this inspection. No written response is required until

you are notified of the proposed enforcement actions. ~ Please be prepared

I to discuss how you handle corrective actions from a programmatic standpoint,

why your corrective actions failed to identify unqualified Kynar butt splices

and justify missing weep holes, what type of verifications you utilized during

the initial walkdowns in November 1987, and what controls are placed on

correspondence submitted to the NRC to ensure its adequacy.

In accordance with 10 CFR 2.790 of the Commission's regulations, a copy

of this letter and the enclosed inspection report will be placed in the

NRC Public Document Room.
