Waterford 3 SES Docket No. 50-382 Basemat Monitoring Program Special Report

Dear Sir:

The attached special report is submitted in accordance with the requirements set forth in the Basemat Monitoring Program.

This report summarizes the pertinent observations, measurements and evalu-ations related to basemat differential settlement, ground water chemistry, seasonal groundwater level variations and crack surveillance. It covers the time period from inception of the monitoring up to and including the basemat settlement and groundwater data collected in November 1986.

The report concludes that the basemat has been verified by the surveillance program to be continuously operabic. The basemat differential settlement, as well as groundwater chemistry and elevation variations, are all within the defined acceptable limits. Furthermore, all acceptance criteria for the crack surveillance program have been met except one which relates to the maximum allowable crack length. An interim special report entitled, " Evaluation of Findings of Basemat Crack Inspection of May/ June, 1986" was prepared and issued to evaluate this finding. It was concluded that the finding had no detrimental effect on the integrity of the basemat.
