SUBJECT:

LA CROSSE BOILING WATER REACTOR - SECURITY PLAN This is in regard to your letter of December 19, 1985, which transmitted a change to Section 8.1 of the Security Plan for the La Crosse Boiling Water Reactor. Review responsibility for this submittal was transferred to the NRC Headquarters from Region III on January 10, 1986.

Our review revealed that the proposed change would result in a decrease in the safeguards effectiveness of the approved Security Plan. Therefore, it is not considered to be an appropriate change under the provisions of 10 CFR 50.54(p).

If you wish to pursue this issue, we would entertain this change under 10 CFR 50.90 with more definite plan commitments on the nature and length of time of the call-in program for additional armed responders. In the interim, you must revert back to the previously approved version of your Security Plan.
