NRC Region III has received allegations concerning the adequacy and implementaticn of various security activities at the Quad Cities Nuclear Generating Station. The attachment to this letter describes the allegations received which require resolution and a response and others which are forwarded for information purposes only. It also contains the identity of some of the personnel allegedly involved in the issues.

The enclosure to this letter shou'd be controlled and distribution limited to personnel with a "need-to-know" until your investigation of the allegations has been completed and reviewed by NRC Region III. The enclosure to this letter is considered as Exempt from Public Disclosure in accordance with Title 10, Code of Federal Regulations, Part 2.790(a).

We are concerned that the identified issues may represent failures of personnel to understand, implement or follow established procedures which ', eft uncorrected may result in violations of NRC requirements.

For these items. indicated, we request that the Commonwealth Edison . Company fully analyze the allegations, initiate an in-depth investigation, and take all actions you deem appropriate to resolve these issues. We also request that the results of your review and disposition of those matters be submitted to us within 45 days after receipt of this letter. We request that your response contain no personal privacy, proprietary, or safeguards information so it can be released to the public and placed in the NRC'Public Document Room. If L necessary, such information should be contained in a separate attachment which will be withheld from public disclosure.

In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of this letter, excluding the enclosure, will be placed in the NRC Public Document Room.

The response directed by this lettee is not sub.iect to the clearance procedure of the Office of Management and Budge as required by the Paperwork Reduction Act of 1980, PL 96-511. "
