. letter dated January 10, 197 The citation discussed in Region I Inspection. Report No. 50-289/77-36 and your response were referred to Headquarters, Office of Inspection and Enforcement for review. In addition, the issue was referred to the Assistant Director for Reactor Safeguards, Division of Operating Reactors',

Office of Nuclear Reactor Regulations. Further discussion of the citation was held onsite between members of the' Security Review Team and several GPU and Med-Ed respresentatives on May 23, 197 :
