This refers to our letter dated January 20, 1978, in response to your letter dated January 10, 1978.

The citation discussed in Region I Inspection. Report No. 50-289/77-36 and your response were referred to Headquarters, Office of Inspection and Enforcement for review.
In addition, the issue was referred to the Assistant Director for Reactor Safeguards, Division of Operating Reactors',
Office of Nuclear Reactor Regulations.
Further discussion of the citation was held onsite between members of the' Security Review Team and several GPU and Med-Ed respresentatives on May 23, 1978.
The enclosure to this letter details why we cannot support your position as stated in your January 10, 1978 letter. The citation 1 stands as

reported in our letter of December 19, 1977, and you are to respond in accordance with Section 2.201 of the NRC's " Rules of Practice," Part 2.
Title 10, code of Federal Regulations.
In accordance with Section 2.790(d) of the NRC's " Rules of Practice,"
Part 2. Title 10 Code 'of Federal Regulations, documentation of findings of your control and accounting procedures for safegaurding special nuclear materials and your facility security procedures are exempt from disclosure; therefore, the enclosure to this letter, and the enclosure
