1. Page 24. Apparently the jobs offered to the men were indeed i

comparable to their jobs at TMI. The text, however, indicates only that the salaries were the same and that the location of the offered jobs were nearby. The fact that the jobs were comparable in all respects should be expressly stated.

2. Page 29. The first paragraph of subsection "c" should be rephrased. Ilhile it is. technically true that the allegations ,

were not borne out because the records were falsified by certain guards, rather than guard serceants,it is misleading to state that there is'no basis" for the allegations. This paragraph ,

should acknowledge that falsifications were made, though not, as Darcy and Shapiro alleged, by BISS sergeants.

SECY-75-454 IN" STIGATION OF THE ALLEGED SECURITY PROBLEM AT THPEE-MILE ISLAND This package contains two letters - one to Senator Schweiker; the other to Nader, both of which were related to the Three-Mile Island station. (I should mention that Nader also referred to the security problem at Millstone.) I think that both letters are acceptuble. However, I would add the following paragraph as a third paragraph to Senator Schweiker's letter which would state rg"Due to the addition of the requirement for reactor physical security plants in April, 7 1974, in subsequent revisions of reactor license conditions, we have devoted special attention to the inspection of physical security at all plants Since March, 1974, NRC during the lost year.
