Three Mile Island 1 (TMI-1) replied on September 17, 1975 ar.d among other items requested that their Deca) 'es t S from the Type C test required by III.A.I.(d) ystem Valves be exempted of 10 CFR 50, Appendix J (AppJ). TMI-1 is again (after the April 1978 CILRT) required by

!!!.A.1.(d) to perfom a Type C test on the Decay Heat Valves. They do not plan to test them, citing their exemption request and the fact that i

they believe it is not technically feasible for their plant to test these valves.

1 Region I believes that a delay in excess of 2 years is unacceptable.

l since the licensee is currently not in full compliance with the regu-lations and has no exemption request approved.
