SUBJECT:

Exercise Report of the April 11, 1984, Exercise of the Offsite Radiological Emergency Preparedness Plans for the Grand Gulf Nuclear Station Attached are two copies of the Exercise Report of the April 11, 1984, joint exercise of the offsite radiological emergency preparedness plans for the Grand Gulf Nuclear Station. The State of Louisiana was granted an exemption from participation due to their full-scale testing of State capabilities in the Waterford III exercise conducted on February 8, 1984.

The State of Louisiana voluntarily participated on a limited scale at Grand Gulf to support Tensas Parish. This was a full-participation exercise for Tensas Parish. The report dated August 16, 1984, was prepared by Region VI staff of the Federal Emergency Management Agency (FEMA).

There were two Category B deficiencies observed at the exercise. These deficie cies did not detract from the overall capability demonstrated by the St,tte of Louisiana and Tensas Parish to protect the health and safety of the public in the vicinity of the Grand Gulf Nuclear Stat'fon. Therefore, the 44 CFR 350 approval granted on June 29, 1983, will remain in effect.

FEMA Region VI staff will furnish a copy of this report to the State of Louisiana and will request a schedule of corrective actions. As soon as we receive and analyze the State's response, we will provide you with the results.
