Request for Exemption from Annual Radiological Emergency Preparedness Exercise for State of Louisiana Attached is a request from the State of Louisiana for an exemption from full participation at the Grand Gulf exercise scheduled for April 10, 1984, and a memorandum from the Federal Emergency Management Agency (FEMA) Region VI Office in agreement with this request. )

l The State of Louisiana participated fully at the Waterford III exercise on February 8, 1984. As a result of Louisiana's full participation in this exercise, they are eligible to go to a biennial exercise frequency in Accordance with 44 CFR 350. Therefore, the State.of Louisiana is excused from full participation in the annual exercise scheduled for April 10, 1984. FEMA supports an exemption for the State of Louisiana from the Nuclear Regulatory Commission's annual exercise requirement under 10 CFR 50, Appendix E, section IV. F, in the event such an exemption is requested by the utility.

Please advise me if this is not satisfactory to the Nuclear Regulatory Commission.

The purpose of this letter is to formally request your assistance in the clarification of an issueRegion Regulatory Commission raisedIIin the attached letter from the U.S. Nuclear Office.

The last two sentences of the first paragraph of that letter indicates that the Nuclear Regulatory Commission is expecting the State of Louisiana to fully participate in the April of 1984 Grand Gulf exercise.

Louisiana will fully participate in the Waterford III (Louisiana Power and Light) exercise to be held in February of 1984. Our plans are to only partially participate in the April,1984, Grand Gulf exercise, primarily to support the local parish government's participation. The planning process for the exercise scenario to be held at Grand Gulf has recently cegun, and therefore,we need to have viitten notification as soon as possible from the appropriate Federal agency stating ti.ef t preferences for Louisiana's partici-pation in Grand Gulf. Please be advised

The NRC's Office of Inspection and Enforcement, nr.dng consulted the Office of Executive Legal Director, has stated that the

" base" date is the date of the initial exercise, e.g., November 1983, for Grand Gulf. To eeet the annual exarcise requirement, licensees are allowed the flex-ibility of 13 months for the interval between any two consecutive exercises however, the annual exercises must, on average, be conducted every twelve e.o;nths.

Vithin that framework, the specific dates for exercises should be dstermined and selected by the licensee and the State / Local gevenments.
