Exercise Report for the February 27, 1985, Exercise of the Offsite Radiological Emergency Preparedness (REP)

Plans for the Grand Gulf Nuclear Station (NS)

Attached are two copies of the Exercise Report for the February 27, 1985, partial participation joint exercise of the offsite REP plans for the Grand Gulf NS. The Grand Gulf NS is located near the Mississippi River, in Claiborne County, Mississippi.

Included in the 10-mile plume emergency planning zone are portions of Claiborne County, Mississippi and Tensas Parish, Louisiana; a report on the Louisiana exercise participation was furnished to you by memorandum dated May 14, 1985.

The State of Mississippi partially participated and Claiborne County fully participated in this exercise. Their performance is evaluated in the attached exercise report which was prepared by Region IV of the Federal Emergency Management Agency (FEMA). The suggested areas for improvement as listed in detail in Section IV, which are typically classified as Category B deficiencies, can be corrected through training and additional resources.

These deficiencies did not detract from the overall capability demonstrated by the State of Mississippi and Claiborne County to protect the health and l

safety of the public in the event of a radiological emergency.

Therefore, i

the 44 CFR 350 approval granted on June 29, 1983, will remain in effect.

FEMA Region IV staff will furnish a copy of this exercise report to the State of Mississippi and will request a schedule of corrective actions. The Region j

will assure completion by the State of the necessary corrective actions.

Grand Gulf Nuclear Station, Mississippi Exercise Report Three copies of the Grand Gulf " Draft" Exercise Report for the exer-cise conducted February 27, 1985 are enclosed.

The exercise was remedial in nature, although it was not required.

Needed improvements have been made and were demonstrated in the area of public information.

Also, the State of Mississippi and Claiborne County demonstrated that off-site preparedness is adequate to pro-vide reasonable assurance that appropriate measures can be taken to protect the health and safety of the public living in the vicinity of the site in the event of a radiological emergency.

The report was distributed to the Federal evaluators for review.

Minor changes were made which are incorporated in the enclosed report.

Please notify us when the report is transmitted to the Nuclear Regu-latory Commission so that a copy can be transmitted to the State of Mississippi.
