SUBJECT:

Final Exercise Report for the November 17-18, 1987 Exercise of the Offsite Radiological Emergency Preparedness Plans Site-Specific to the Grand Gulf Nuclear Station Attached are two copies of the final exercise report for the November 17-18, 1987, exercise of the State of Louisiana and local of fsite radiological emer-gency preparedness plans site-specific to the Grand Gulf Nuclear Station.

This final exercise report was prepared by the Region VI office staf f of the Federal Emergency Management Agency.

There was one deficiency identified during the exercise which related to the inability of both the Louisiana Nuclear Energy Division and the State Emergency Operations Center to initiate a call on the Gaand Gulf Nuclear Station hot-line system. Inis deficiency was previously identified during the 1985 exercise and was subsequently corrected with the installation of new telephone equipment by t'> utility. The cause of the hot-line system malfunction during the November 1, . 8,1987, exercise has been corrected, the system has been thoroughly tested, dnd all Communications personnel have been trained. Therefore, the deficiency which existed during the November 17-18, 1987, exercise has been resolved and the FEMA Region VI office staf f are confident that no remedial drill is required. ,

There were a few areas requiring corrective actions identified and a schedule '

l of corrective actions is included in the exercise report for these.

Based on the results of the exercise ud corrective actions mentioned above, the Louisiana S', ate and local of fsite radiological emergency plans and preparedness l remain adequate to provide reasonable assurance that appropriate measures can I be taken affsite to protect the health and safety of the public in the event of l an accident at the Grand Gulf Nuclear Station and the 44 CFR 350 approval granted 1 on June 29, 1983, remains in effect, if you should have any questions, please contact Dr. Joan Hock at 646-2871.
