Dear Mr. Palladinct Thank you for your response to my letter of Neverber 4.

You are certainly aware of our great

concern for assuring the highest standar68 on nuclear safety. It is our hope that staf f recon:nendations and Commission actions will your serve to enhance and improve rather than reduce the effectiveness of these safety standards and protective meas.ures.

In addition, it is our hope that in the future, inforn.ation regarding possible changes in M.R.C.

regulations does not have to be received through news rcports; but that a syster. cf ec-runica t l'^

can be set up with those of us cirectly involved.

We will be prepared to test the school component of 1:cv Y o r 'r.' s compensating plan for Rockland County as soon as discussiens v2th school superintendents are completed, and their recom:.endarsens are.adoquately incorporated into the plan. Bowevor, b sed on statements by H.R.C. Com= tis sione r Gilinsky that you, s ch a i rm.m,

feel emergency preparedness requirements are " excessive",

and based on the l'.R.C. 's history of not fully enforcing its own off-site safety regulations at Indian Point, I rcrain concerned with the intent and direction the N.R.C. has anbarhed upon in its 're-examination' of current regulations.

I would therefore ask that you advise rne as soon as 9o98114" of the time-frame you envision f or the re-exanination procest-you cite in your letter.

Specifically, what is the shortest ti""

in which a regulatory change could take place ? Because you did not state in your letter whether reductions to currer.t eme rce nM standards are a realistic possibility, please advise : c as to nether this is the case. 2 Sir. Nunzio Palladino emergency' plans, based upcn current standards. Toy preparations we tray wish to make for a full scale, four-county exercise in the Spring, 1984, will be potentially subject to your rergulatory actions.

Again, it is our' sincere hope that the end of your regulatory re-examination process will result in a strengtbening rather than weakening of our nuclear safety standards.

Sincerely, Alfred B.

DelBello Lieutenant Governor DJT/af w,..
