$.C.murnrne' We are writing with regard to FEMA's recent statement about early dismissal of school children in a nuclear emergency at Indian Point.
We have known for years that this procedure would be inadequate and inappropriate, and it is gratifying to have FEMA join us in this opinion; however, in doing so they raise several questions.
Why were we (and neighboring school districts) not informed directly of FEMA's position?
We should not have to rely on the media for this kind of information.
Does this mean that FEMA considers Indian Point to be in violation of the NRC's requirements for a viable evaluation plan?
In light of the fact that the safety of our chil-dren cannot be ensured, what steps does your agency plan to take?
On a separate but related matter, we direct your attention to the booklet " Planning for Emergencies,"
distributed by the Westchester County Office of Emergency Services earlier this month.

(copy enclosed) says in part
...your child's early dismissal plan would be used.
School buses would then be available to provide transportation for people without cars..."
We have never been notified of plans to use the buses, nor have our drivers been told that they are expected to stay and operate the buses, if in fact they are.
