Indian Point 3 Nuclear Power Plant Docket No. 50-286 License No. DPR-64 Submittal of Changes to the Security Force Trainina and Qualification Plan Revision 8

Dear Sir:

The Authority is submitting Revision 8 of the Indian Point 3 Security Force Training and Qualification Plan (Enclosure 1) that was approved by the Plant Operating Review Committee on July 6,1999. The changes were evaluated by the Authority in accordance with 10 CFR 50.54(p)(2) and determined not to decrease the safoguard effectiveness of the plan. The reason for this revision, as stated on page 2 of the plan, is primarily to facilitate the transition of the duty weapons carried by security force members (SFM) from revolvers to semiautomatic pistols and to make minor administrative changes. Additional details regarding this revision are provided in the change matrix attached to the plan.

Please confirm receipt of the revised plan by signing and returning the receipt acknowledgment form provided in Enclosure 11.
