October 17, 1983 Attached is a letter which you should be aware of concerning various questions that the Village of Croton on Hudson has raised concerning the adequacy of the Radiological Emergency Response Plan.

In spite of the NRC's ruling that t.he Indian Point nuclear reactors can remain operational, we are still qdite concerned with the emergency i

response plan and its workability.

Re:

Indian Point Emergency Evacuation Plan Thank you for your response to my letter of May 19, 1983, relative to the emergency evacuation plan for the nuclear facility at Indian Point. We have further questions and observations in regards to your response.

We note them under the same headings as listed in your 1cteer of August 26, 1983, as follows:

Nursing Homes: The Sky View Nursing Home does not now have an effective evacuation plan. Our fire chief is working with them at this time to help formulate one.

At the same time, I call your attention i

1 again to our concern that someone must oversee ambulance requirements j

for the evacuation of all nursing homes in this area.

Please advise who will be in charge and allocate ambulance services.

Where will the number of ambulances required come from? How many will be needed and where will residents be transferred to? We hope that the whole matter of nursing home evacuation will not develop into a sham.

Protective Clothing:

If sheltering for all persons including emergency workers is a recommended procedure, please advise who will protect prcporty and control looters and vandals during an emergency.

Radio Capability:

We believe the information you have roccived regarding our radio capability is in error. We can communicate with the l

Westchester County Parkway Police with an old' radio they installed in our police headquarters, but we still cannot communicate directly with the New York State Police, the Peekskill Police, and, most important of all, the Buchanan Police.

Dosimeters:

We have, as noted in your letter, roccived eight low-range dosimeters.

However, we have a 17-man department all of which i

we feel would be needed during an emergency.

Therefore, it would be desirable to have 17 low-range dosimeters.

Additionally, our auxiliary police and firemen will probably be needed during an emergency.

They also should be outfitted with low-range dosimeters.

We thank you for your continued concern in this matter, and we hope to hear from you soon concerning the resolution of these matters.
