Indian Point 3 Nuclear Power Plant Docket No. 50-286 License No. DPR-64 Proprietary and Non-Proprietary Versions of Westinghouse WCAP NYPA letter to the NRC, entitled, "Proposed Technical Specification Change Regarding Control Rod Misalignment and Rod Position Indication," IPN-97-010, dated January 27, 1997.
Dear Sir:
In reference 1, the Authority submitted a proposed Technical Specification amendment request regarding control rod misalignment and rod position indication. This submittal included the proprietary version of Westinghouse Report WCAP-1 4668, entitled, "Conditional Extension of the Rod Misalignment Technical Specification for Indian Point 3."
Attachments I and II of this letter provide the proprietary and non-proprietary versions of the WCAP, respectively. Also enclosed are a Westinghouse authorization letter CAW-97-1078 and accompanying Affidavit, Proprietary Information Notice and Copyright Notice.
As Attachment I contains information proprietary to Westinghouse Electric Corporation, it is supported by an affidavit signed by Westinghouse, the owner of the information. The Affidavit sets forth the basis on which the information may be withheld from public disclosure by the Commission and addresses with specificity the considerations listed in paragraph (b)(4) of Section 2.790 of the Commission's regulations.
The Authority requests that the information which is proprietary to Westinghouse be withheld from public disclosure in accordance with 10 CFR Section 2.790 of the Commission's regulations. Correspondence with respect to the copyright or proprietary aspects of the item listed above or the supporting Westinghouse Affidavit should reference CAW-97-1078 and should be addressed to H. A. Sepp, Manager, Regulatory and Licensing Engineering, Westinghouse Electric Corporation, P.O. Box 355, Pittsburgh, Pennsylvania 15230-0355.
