RESOLUTION REGARDING TOWN OF OSSINING POSITION ON EVACUATION PLAM--INDIAN POINT WHEREAS, the Town Board of the Town of Ossining consists of local _ people who have been elected by the citizens of Ossining

to represent them, and WHEREAS, each member of the Board has taken~the oath of office which requires upholding the constitution of the United States, the Consititution and Laws of the State of New York and the Constitution and Laws of the Town of Ossining, and WHEREAS, the Town Board is required by law to protact the '

health and safety of the people of the Town of Ossining, and WHEREAS, recent events with regard to an Emergency Response Plan for the Indian Point Nuclear Plants have caused us to con-sider with great concern our responsibilities as public officials, and WHEREAS,.the Town of Ossining has diligently participated in the various drills, training sessions, meetings, public -hearings, and the Supervisor has testified at hearin'gs held by the Nuclear Regulatory Commission,- and WHEREAS, the Town has listed its concerns during this process, which include the following problems:

1. A serious inability for adequate inter-agency police communications during an emergency
2. A lack of emergency equipment for each member of our emergency services including: police, fire, highway, and ambulance personnel. This equipment includes basic monitoring devices required, such as a dosimeter or T.L.D.

A lack of training of emergency service personnel  !

both within the 10 mile radius and outside the 10 mile radius, and l

WHEREAS, F.E.M.A. has listed at least two serious deficiencies in the emergency plan and now the N.R.C., which is the licensing  !

agency for Nuclear plants, has indicated that it is considering withdrawing the licenses of the two operating agencies for facilities i at Indian Point, because of their obvious concern for the safety of-the 230 thousand residents within the 10 mile zone, and  !

l WHEREAS, the Town Board of the Town of Ossining does not have the expertise to judge whether or not the nuclear plants at Indian Point are agencies, and other in f act safe suchand asmust depend on the expertise of the N.R.C.

F.E.M.A., NOW THEREFORE BE IT L

RESOLVED, that the above adequate equipment and training be guaranteed to all of our emergency personnel, as defined above, and that while the N.R.C. continually approves the safety and efficiency of a realistic emergency plan, the Town of Ossining will continue to participate in the Emergency Evacuation Plan, AND BE IT FURTHER RESOLVED, that the Town Board of the Town of Ossining request that the County of Westchester constitute a municipal task force of local governments within a 10 mile zone to provide a vehicle for the assemblying of local concerns, AND BE IT FURTHER RESOLVED, that the Federal Government, the State of New York, the County of Westchester and the two utilities operating the Indian Point plants work with the official representatives of the task force to establish a realistic time table, not to exceed 90 days, during which deficiencies will be appropriately corrected, AND BE IT FURTHER RESOLVED, that the Town Board of the Town of Ossining will review and follow closely the actions taken to correct the defic-iencies and if not satisfied, will take appropriate action to with-draw from compliance with the E.E.P. for Westchester County.

Dear Mr. Wishnie and Members of the Ossining Town Council:

We would like to take this opportunity to reiterate our commitment to continue to cooperate with and assist local and county governments in enhancing their emergency response capabilities.

We recognize that adequate interagency police communications are inportant in the day-to-day operacions of your police force and would also be important during any type of emergency. We support your efforts to secure radio equipment which will improve this

. capability. Our experts are available to your community and other municipalities to help define the scope of the problem and to identify a possible solution.

Since this long standing communications problem will continue to affect the ability of police agencies to respond to all types of emergencies, we suggest that local municipalities work in con-junction with county and state governments and with the utilities to identify all possible resources to solve the problem.

We will support efforts of the state and others to provide training that will meet the needs of your emergency response agencies. Our professional Training staffs will be available to assist in providing this training.

4 The town has indicated that monitoring devices are needed for emergency services personnel. We will supplement supplies presently being furnished by the State of New York.

We look forward to meeting with you and other representatives of local government on a regular basis.
