Testimony of Roger Seasonwein on Commission Question 3
Dear Administrative Judges:
The attached testimony of Roger Seasonwein is hereby offered on Commission Question 3, "What is the current status and degree of conformance with NRC/ FEMA guidelines of state and local emergency planning within a 10-mile radius of the site, and of the extent that it is relevant to risks posed by the two plants, beyond a 10-mile radius?"
Mr. Seasonwein is president of Seasonwein Associates, a pro-fessional market research firm. Between December 2-8, 1983, Seasonwein Associates conducted a te.lephone survey among a probability sample of 500 Westchester adults 18 years of age and over, including residents within and without the 10 mile Emergency Planning Zone. The survey included several questions relating to public knowledge of the Westchester County Radiological Emergency Response Plans directed to persons living within the EPZ.
The results of this survey are the latest data concerning NUREG-0654 Planning Standard C, Public Education and Information. The testimony of Mr. Seasonwein will be extremely helpful to the Commission and to the Board in answering Question 3.
