Dear Commissioner Palladino:

Please find enclosed a copy of a study made by four student internes this summer who were assigned to the office of the Rockland County Legislature.

They drove to the various sites of marked shelters and others on a list supplied to them by the Rockland County Office of Emergency Services.

Their results will show you that the condition of sh'elters in Rockland County does not offer sheltering as a viable alternative to evacuating.

NUREG 0654 II L. Medical and Public Health Support is in no iota provided for-as our two hospitals attest. What has FEMA provided to prove that any contaminatedipersons could be treated beyond the four for whom Good Samaritan has facilities?

Regarding NUREG 0654, Appendix 3, sub part 3 Public Notifica-tion. The EB-S messages were -specified to come on five minutes after the sirens sounded. Why the lag? We brought

, this to the attention of Mr. Roger Kowieski of FEMA but he appeared disinterested in our complaint. It does not take five minutes from hearing the siren to turning on a radio.

If the radio says nothing, even though it may warn you in a brochure, then the phone lines to the police are clogged by those asking if it is a drill or real, and that is just what happened during the drill on August 24. Why shouldn't the EBS message come on as per the NUREG "at the time of activa-tion of the alerting signal"? It could be repeated and should be.

The clogged telephone lines that ensued on August 24 interfered with communications of the State Police and the Fire Coordinator in their attempts to reach stations outside the E00. The drill of August 24 had.much advance publicity so we can only wonder what might take place in the area of communications had this been a real emergency.

Our County Chairman, Herbert Reisman described the drill as "a farce which taught us nothing."

Mr. Petrone claimed that the drill showed we had an imple-mentablb plan. We cannot conceive of how he could come to such a conclusion. He was unable to answer questions put to him on the 26th during a press conference about standards or criteria that FEMA might have.

No plan has been put to a true test in Rockland County.

Something not mentioned took place on the 24th which was unusual. People who do not take to the streets to demonstrate did so in front of the E00. Elderly people, two ministers, a New York State Assemblyman and leaders of civic groups.

They joined and left all afternoon so that even into the hours of early darkness there were people outside carrying posters and showing their concern.

Over and over again I have urged that you visit Rockland County and stand outside a supermarket asking people questions.

FEMA has a built in need to have the plans be a success.

It may be that FEMA sees a big improvement in the way the State assembled personnel but that does not widen the roads and flatten the hills nor provide parents the ability to

, get home from New York City with the routes clogged. Nowhere I has the plan addressed the problems that would be caused by self evacuating people. The people of Rockland do not appre-ciate the set-up which tells them from outside what they are to do and think. That is America and you should be happy they demand their independence from all this paper pushing.
