Dear Sir:

The enclosed Physical Security Plan, Revision 16, is being transmitted in accordance with 10 CFR 50.4(b)(4), to meet the requirements of 10 CFR 50.54(p). The changes incorporated into Revision 16 were ovaluated and determined not to decrease the safeguards effectiveness of the plan. The Physical Security Plan, Revision 1',

contains a " Summary of Changes" detailing the changes incorporated. Enclosure I contains SAFEGUARDS INFORMATION and should be controlled pursuant to 10 CFR 73.21.

V Revision 16 was generated as a general revision to: reformat the Physical Security Plan so that its structure conforms to 10 CFR 73.55 and the guidance contained in -

NUREG-0908; make editorial changes to conform to Indian Point 3 procedure writing guidelines; make changes to the organization to reflect current site position tit'es and terminology; changes to reflect corrective actions for the vehicle barrier system, additional vital areas, and administrative control for proposed changes to areas identified as vital in the Security Plan.

Please review to verify receipt, and sign and return the receipt acknowledgment form provided in Enclosure 11. There are no new commitments associated with this letter.
