Indian Point
Dear Chairman Palladino:
We are writing to urge that the Commission not permit the Indian Point power plants in Buchanan, New York, to return to service, at least until adequate emergency preparedness plans exist to protect ~the public in case of an accident.
As you know, Rockland County, New York, which is within ten miles of the plant, has found the plans inadequate, as has the County Executive of Westchester County, where the plants are situated.
Moreover, the Federal Emergency Management Agency ( " FEMP_" )
will not have another exercise of emergency preparedness until March 1983.
In addition, no plans exist for protecting.bw York City residents from the potential effects of serious accidents.
The accident at Three Mile Island made the Commission aware that workable emergency plans are vital.
Yet more than 3 1/2 years later plants are still being allowed to operate without such plans.
We urge the Commission not to permit the Indian Point plants -- located in the most densely-populated region among nuclear power plants in the country -- to resume operations under such circumstances.
