SUMMARY
AND MANAGEMENT ACTIONS This report identifies Fitness-for-Duty activities at the Indian Point Station, Units 1 and 2, from January 1, 1999 to June 30, 1999. During the report period there was no outage activity and the plant was on line throughout the entire reporting period.
For this six month period, the average number of plant workers with unescorted access was 1198. For the remainder of this year, the actual random testing will be monitored and tracked to ensure that on an annual basis, random drug and alcohol testing will be conducted as a rate equal to at least fifty percent (50%) of the total unescorted work force (employees and contractors).
A total of 604 drug and alcohol tests were conducted during this period; 306 were initial or pre-access tests and 296 were random tests. Two persons were tested "for-cause." There were four MRO confirmed positive drug and alcohol tests; one licensee employee for a random alcohol test and_three contractor employees; one for an initial drug test, one for an initial alcohol test and the other for a "for-cause" alcohol test based upon detection by security at the site entry access search area. The two contractor employees who tested positive to alcohol, also requested a blood test be taken and both returned positive. All contractor employees who tested positive for either drugs or alcohol were barred from the site and their unescorted access terminated.
The one licensee employee test that was positive to alcohol resulted from a random test. He was immediately enrolled in the company substance abuse program. There were no licensed operators or supervisors who tested positive.
There was one case where a food caterer employee attempted to gain access to the Protected Area and during the search process, security discovered a case of beer in the trunk of the vehicle.
He was escorted to the collection facility where he was tested for-cause. The test returned negative. Security determined that the case of unopened beer was left over from a previous catered affair for another client and there was no conscious attempt to introduce the case of beer into the Protected Area. The caterer employee was counseled and reminded of his responsibilities to the fitness-for-duty rules.
