Dear Mr. Marcogliese:

On Monday, June 16,1997, plant personnel reported an odor emanating from a drainage trench located on the north side of the unit I loading well. Ourinvestigation into the source of the odoridentified a l 1.5" drainage pipe' discharging into the trench. The source of the discharge was identified as a clothes washer and sink in the operations work out facility located approximately 3-4 feet north of the drainage i trench. Since the final discharge point was not immediately known, the water supply to the equipment was secured to prevent any additional discharge. .

The following day, June 17, a review of the drawings and a field walk established that the discharge from the clothes washer and sink was to the plant discharge canal. It was also discovered that a similar drainage systern located en the south side of the loading well was being used by the Buildings and Grounds crew to empty mop buckets. That discharge was also terminated and signs posted in the area to inferm personnel not to drain mop water in that drain.

As of June 17, all wastewater from the above mentioned sources has been diverted to the sanitary sewer system. A permanent modification to the operations work out facility piping system will be completed to ensure future discharges from this system will be routed to the sanitary sewer system.

The above-mentioned discharges were approximately 50 gallons per day and were discharged into the canal where it mixed with discharge canal flow rates averaging 950,000 gallons per minute. Depending on plan: operating conditions, the flow rate through the discharge canal can range from 150,000 gallons per minute up to 1,750,000 gallons per minute. Additionally, the discharges did act cause any visible foam at the outfall and had no significant impact on Hudson River water quality.

i Our Engineering Group will conduct a review of all facilitier, similar to the operations work out facility at Indian Point to verify l.the clothes washing and culinary discharges are correctly routed to the sanitary sewer. This review willinclude a field walk and drawing verification and will be completed in mid July.
