Dear Sir:

Enclosed is the Physical Security Plan, Revision 18, which is being submitted in accordance with 10 CFR 50.4(b)(4). In accordance with the requirements of 10 CFR 50.54(p), the changes incorporated into Revision 18 were evaluated and determined not to decrease the safeguards effectiveness of the plan. Enclosure I provides the changes being submitted as Revision 18 to the Physical Security Plan, including a

" Summary of Changes" detailing the changes incorporated. Enclosure i contains l SAFEGUARDS INFORMATION and should be controlled pursuant to 10 CFR 73.21.

This letter transmits SAFEGUARDS INFORMATION and should be controlled in accordance with 10 CFR 73.21, unless separated from the enclosure.

The Physical Security Plan is being revised to reflect organizational changes and to incorporate administrative corrections and clarifications.

Please review to verify receipt, sign and return the receipt acknowledgment form provided in Enclosure 11. There are no new commitments associated with this letter.
