Rockland County citizens reside within theWi[@hh7 WHEREAS, approximately 110,000 d w 8/ I mile emergency planning zone surrounding the Iridian Point Nuclear Power facilities e))g. - ac located at Buchanan, New York, and . y-tgg,y' WHEREAS, the Rockland County Legislature has previously, by numerous i W +J ?2Qig resolutions, expressed its concern regarding the operation of the Indian Poiht Nuclear the health, safety and welfare of Rockland na-- Pcwer facilities insofar as they affect si% C ounty residents, and ~2~ WHEREAS, the United States Supreme Cou-t in Pacific Gas & Electric vs. California Energy Commission, decided April,1983, has determined that States are not pre-empted by Federal law from creating laws dealing with the economic consequences of nuclear power, and WHEREAS, the citizens of Rockland County are directly affected by the transportation and disposal of nuclear waste, and WHEREAS, the health and economic welf are of the citizens of Rockland County i j l will be directly affected by the consequences of an accident at t I and considered WHEREAS, the Multi-Services Committee of this Legislature has met, and approyed this resolution,. n_pw, therefore, be it the I.egislature of Rockland County hereby calls upon and RESOLVED, that urgently requests the Legislature of the State of New York to propose, and implement legislation which regulates t'he nuclear power industry basec upon the economic consequences of radiological accidents and nuclear waste, and be it further l RESOLVED, that the : Clerk to the Legislature be and is hereby authorized and directed to send a certified copy of this resolution to Hon. Mario Cuomo, Governor of the State of New York; Hon. Linda Winikow, New York State Senator; Hon. Eugene Levy, Hon. Robert Connor and Hon. William Ryan, New York State Assemblymen and McPhillips, New York State Assemblywoman; the Majority and Hon. Mary Margaret Minority Leaders of the New York State Senate and Assembly; and to such other persons as the Clerk in her discretion may feel proper in order to effectuate the purpose of g this resolution.
