Dear Mr. Eddy:

s I am responding to your te'ephone call of' August 25,1999, to the Indian Point resident l

inspector's office about the presence of polychlorinated biphenyl (PCB) wastes at the indian Point, Unit 1 (IP1) Nuclear Station. You expressed concern that the IP1 sphere sand cushion was found to contain both PCB bd radiological contamination, and you asked whether this contamination would expand the scope of decommissioning,and whether this issue was considered in the decommissioning fund requirements.

In 1994, before the PCB contamination was known, the licensee made a site-spo,1s decommissioning cost estimate that included a contingency factor of $31 million doslars. In 1998, after becoming aware of the PCB contamination, the licensee estimated that disposal of the sphere sand cushion mixed waste material would cost $500,000. The additional cost of mixed waste disposal is a small fraction of the overall contingency amount. Thus, the PCB contamination does not significantly expand the scope of decommissioning at IP1.
