Dear Mesdames:

You will recall that we have been instructed by the Licensing Board to meet to discuss the preparation of contentions on offsite emergency planning. In addition, with respect to onsite emergency planning contentions, we were instructed to discuss the matter and recommend a schedule for the submission of testimony and for the evidentiary hearing to be jointly submitted to the Board, which anticipates the hearing in April.

I discussed meeting with both of you during the hearings last week on January 12. We agreed to have a final meeting on January 26 in Mrs. Bush's office in Philadelphia at 9:30 a.m.

With regard to the offsite contentions, you both also agreed to telephone me on Monday, January 16, or in the case of Mrs. Zitzer not later than January 17, to give me a list of topics so that I could prepare to discuss them with you at a meeting or on the telephone prior to January 26.

Not having heard from either of you, I called Mrs. Bush in the late afternoon of January 16. She advised me that a Mr. Herbert Smolen would be assisting her and that he would call me on the offsite contentions on January 17.

As I told you, I will possibly need to confer with the individuals who prepared the portion (s) of the plan (s) which you will identify . It may also be helpful to have that

- individual (s) at the meeting.  ;
