Dear Mr. Tedesco:

This letter is written to confirm the changes in design basis pipe breaks for Waterford 3 discussed during a telephone conversation between Messrs. R. Bosnak, H. Brammer, D. Terrao (NRC), Mr. R. Iotti (Ebasco),

and T. Natan (CE) on February 16, 1982.

An analysis of the fuel for a postulated 350 in. 2 guillotine break at the reactor vessel inlet nozzle p fuel loads in excess of the acceptance criteria. The 350 in,gedicts break flow area reported in CENPD-168A was based on a saddle type pipe whip restraint. The Waterford design incorporates a set of pipe lugs inteyrn1 with the cold leg pipe which mate with a set of restraint structures to effect a flat interface surface at this particular restraint location 3 The resultant break flow area at the reactor inlet nozzles is 125 in.'. The 125 in, 2 break will be used only for the analysis of the fuel.

Because of the significant reduction in break size, the vessel inlet break may not result in the largest load on each fuel,, assembly. LP&L agrees to investigate the possible effects of the 600 in.' hot leg break at the steam generator riozzle to assess its impact on fuel loads.
